The goals of the project were to identify the needs, review potential funding sources, and complete a grant to fund a detoxification center for substance abusers in Ventura County, California. Due to the lack of any other problem-specific facilities in the county and demographics reflecting high rates of substance abuse, the most suitable location is in the City of Ventura.; An extensive literature review identified the various components of substance abuse among an at-risk population, including its effects from a local to a global perspective. The literature review also identified substance abuse trends among youth, but the primary focus was on adults.; A program based on a medical model was found to be cost prohibitive, so a social model was determined to be the most feasible. A grant on behalf of an existing private, non-profit organization was found to be the most acceptable avenue. A grant search found a suitable funding source in the Robert Wood Johnson Foundation. A grant application was completed with the intent to submit to this foundation. If funded, this program would provide much needed services to the at-risk population of the county and could serve as an example for other similar programs to follow.
