Abstract/Summary:
To support the arbitrary guidelines and deficiency of water quality modeling packages in TMDL development with regard to pollutant loads calculation and allocation, a supplementary decision support system, called TCADSS (TMDL Calculation and Allocation Decision Support System), was developed to provide automatic capability to calculate and allocate the pollutant loads for watershed TMDL management. Using three main operating frameworks of TCADSS, the phosphorus TMDL development for Echo Reservoir is presented as a case study to demonstrate how TCADSS could be used to calculate phosphorus loads, analyze the relative pollutant contribution, and allocate responsibility of load reduction under three different allocation methods using the cost-effectiveness analysis for nine sub-watersheds. The results of TCADSS for Echo Reservoir TMDL development showed that TCADSS could be a good foundation to support a current TMDL program.
