Helping veterans find employment: A comparative analysis of the administration of the Job Training Partnership Act Title IV-C grant in Pennsylvania

Abstract/Summary:
This study begins with performance comparisons of the three recipients in Pennsylvania of the Job Training Partnership Act Title IV-C grant for veterans for the grant period of 1999 to 2000. The focus of the study is to assess whether organizations that have a higher percentage of staff that are veterans have more success in achieving JTPA Title IV-C benchmarks.; The percentage of veteran staff per organization is compared to the achievement of program goals such as the number of assessments, enrollments, job placements, and program terminations. Relationships, trends, and possible relationships between the variables are discussed.; The suggestion of a positive relationship was found between the percentage of assessments achieved JTPA Title IV-C program benchmark and the percentage of veteran staff. The relationship between the percentage of enrollments, placements, and terminations and the percentage of veteran staff were inconclusive.; Policy ramifications of the findings and suggestions conclude the study.
