Abstract/Summary:
This thesis explores the history of instruction for non-native English speakers in the United States and the evaluation, or lack thereof, of instructional practices. The survey instrument and accompanying User's Guide are designed for use in the upper elementary (third through fifth grade) school setting. The Survey Instrument presents twenty-six key indicators of effective instruction for English learners, structured around the commonly used Workshop Model lesson sequence of lesson opening, student work period, and lesson closing. The User's Guide provides classroom ready suggestions for implementation of each of the indicators as well as web-based video samples demonstrating the application of selected indicators.
