Abstract/Summary:
The general aim of this Thesis is to research how the knowledge based view of the firm, whose fundamental challenges are concentrated on the creation, transferring and measuring of the same, can contribute towards a better understanding and effectiveness in the process of organizational learning; particularly in a public firm which tries to offer a quality service to the people.;After revising the different models proposed by several authors and based on the experience of some firms which have already started projects of knowledge management, a fundamental factor of the analysed aspect is centred on the fact that most of the knowledge lies both in the individual and in the different groups which coexist within the firm, but it does not belong to the firm. Consequently, it is necessary, on one hand, to facilitate the generation of new knowledge (creating knowledge), and on the other hand, the transference of knowledge which is already known to the members of the firm (transferring knowledge). Since the necessity of adopting a global view of all the factors related to knowledge seems evident, it is considered that it would be appropriate to look for a suitable combination of the following three approaches: Human, Technological and Organizational.;And so, as we know that the firm can only learn through its members, we can begin with an analysis of individual learning so that, once this is understood, we can analyse how learning is produced in a team, in organizational and in interorganizational learning. From this research we can identify the enablers of organizational learning.;Finally, since we explored a particular reality (Public Administration) through induction in our investigation, this methodology leads as to suggest a theoretical pattern which is possible to be contrasted by way of deductive methodology and later studies to confirm this.;Therefore, after understanding that the principal source of competitive advantage in a firm is what the personnel know, how it is used and their capacity to learn, we suggest by way of hypothesis the key to manage the knowledge in the firms.;So, this research tries to contribute towards a better understanding and comprehension of the organizational learning process with the idea of giving support to the maintenance of the continuous improvement process in the Public Administration.
