Study On The Performance Of Government Subsidy Policy For Poppy Substitution Planting In Yunnan Enterprises

This paper combs through the comprehensive evaluation of the economic and social benefits of the policy subsidies given by the Chinese government in the process of carrying out poppy substitution cultivation projects and developing alternative economic industries in the province every locality state of Yunnan since 2006.The study of such problems can,on the one hand,expand the perspective and content of the study onthe performance of the government subsidy policy for the poppy substitution cultivation industry,and,on the other hand,provide reference suggestions for the optimization and adjustment of those policies.Based on the perspective of economic performance and social performance,the paper uses The SE-SBM-DEA model to measure the performance level of the foreign opium poppy " substitution cultivation " financial subsidy policy in 2014-2018 through deap software.And then the horizontal comparison of the performance levels of cities in Yunnan Province finds that there are great differences in the performance level of various cities.The performance level of the cities in Bannazhou,Pu'er City and other cities is higher and stable in each year,but most cities are in a medium low range.Besides,further analysis reveals that the level of institutional management in the province is close,but the scale efficiency of subsidy funds is not the same,the phenomenon of declining scale income is more serious,which is also the main reason for the imbalance of performance level.The longitudinal comparative study shows that performance levels remained generally stable in volatility between 2014 and 2018,but the positive effects of expanding the scale of subsidies have gradually diminished,and policy adjustment and optimization have become a top priority.Combined with the current situation of policy implementation,the study holds that the serious shortage of funds for poppy substitution cultivation,the lack of refinement of subsidy methods and subsidy ratios,the waste of subsidy funds and the uneven size and quality of enterprises may inhibit the further improvement of the performance level of fiscal subsidies policy.In this regard,we should improve the economic and social benefits of substitution cultivation and give full play to the positive effects of subsidy policy by implementing the subsidy policy of variety and regional differentiation,establishing a scientific and perfect intergovernmental coordination mechanism,enriching the financial subsidy system for substitution cultivation industry,and strengthening the construction of alternative enterprises.The innovation of the study is it evaluates the performance level of Yunnan Province's government subsidy policy of developing overseas opium poppy "substitution cultivation " from the perspectives of economic performance and social performance,both horizontal and vertical.
