At present,China is facing the severe test of water shortage,and the problems such as water pollution and deterioration of water ecological environment are becoming increasingly prominent,which has a strong restriction on the sustainable development of China's economy.Grain production in Sanjiang Plain has made great contribution to the national food security.However,the contradiction between agricultural production and water resource restriction has always existed.While agricultural production consumes a large amount of irrigation water,it will also cause non-point source pollution due to fertilizer application,and the amount and quality of water resources are increasing.The efficiency of agricultural water resources utilization is the key index to reflect the efficiency and management level of agricultural water resources distribution.Promoting the efficient utilization of agricultural water resources in Sanjiang Plain is an important basis for ensuring the sustainable promotion of national food.It is the key to further improve the efficiency of agricultural water resources and to develop the regional agriculture which can be implemented,considering the agricultural non-point source pollution,and then analyze the utilization efficiency of agricultural water resources in Sanjiang Plain The important basis of water resource utilization plan is the premise of promoting the coordinated development of grain stability and sustainable utilization of agricultural water resources in Sanjiang Plain.This paper firstly defines the relevant concepts and theories,combined with the actual situation of agricultural water resources utilization in Sanjiang Plain,and lays a theoretical foundation for the calculation of agricultural water resources utilization efficiency and the analysis of its main influencing factors.Secondly,based on the analysis of the general situation of agricultural production in Sanjiang Plain,this paper understands the temporal and spatial evolution of agricultural water resources utilization,and then grasps the agricultural water resources utilization Thirdly,we calculate the efficiency of agricultural water resources utilization in Sanjiang Plain,find the difference in time and space by combining with the change of productivity index,and explore the factors that affect the efficiency of agricultural water resources utilization in Sanjiang Plain by regression analysis,so as to clarify the direction of improvement and explore the direction of agricultural water resources utilization Finally,on the basis of ensuring the steady increase of grain yield,countermeasures and suggestions are formed to improve the efficiency of agricultural water resources utilization in Sanjiang plain,so as to promote the rational utilization of agricultural water resources in Sanjiang plain.The conclusions are as follows:(1)Agricultural production in Sanjiang Plain is inclined to grain crops,and the footprint of agricultural irrigation water and agricultural gray water will increase with the increase of crop planting area.(2)The results show that the comprehensive efficiency,pure technical efficiency and scale efficiency of agricultural water resources utilization in Sanjiang Plain fluctuate and increase;the utilization efficiency of agricultural water resources in five cities is different,which is mainly caused by the differences of natural resources and regional factors in different cities.(3)Some cities in Sanjiang Plain still have some factors input redundancy in 2018,which should be adjusted in time;and ml index analysis results show that the application of modern agricultural new technology can more effectively improve the utilization efficiency of agricultural water resources.(4)By analyzing the influencing factors of agricultural water resources utilization efficiency in Sanjiang Plain,it can be found that: in the aspect of agricultural production factor input,except for the total power of agricultural machinery,the other input factors have a significant impact;in the aspect of non-agricultural production factor input,the public financial expenditure of agriculture,forestry and water affairs,the planting area ratio of rice and corn,and the number of water-saving irrigation machinery have a significant impact on the agricultural water resources utilization efficiency The agricultural water use efficiency in Sanjiang Plain has a significant positive impact.(5)In order to further enhance the utilization efficiency of agricultural water resources in Sanjiang Plain,some suggestions were put forward,such as adjusting the scale of resources input according to local conditions,strengthening the promotion of water-saving facilities and technology research and development,establishing water-saving incentive and compensation mechanism,improving water-saving laws and policies,strengthening water-saving education and allowing farmers to participate in irrigation management.
