| Owing that Xinjiang is located in arid areas,and most of its areas are irrigated agricultural areas,it can be said that there is no agriculture without irrigation.Therefore,water resources are crucial to the development of agriculture in Xinjiang.The excessive use of agricultural water resources will hinder other industries and put pressure on the ecology,so it is necessary to control the excessive use of agricultural water resources.Considering food security issues,it is not possible to reduce agricultural water use by reducing food production.Therefore,reducing agricultural water use in Xinjiang can only improve the efficiency of agricultural water use.The first thing to do to improve efficiency is to measure efficiency and then analyze the factors that have an impact on efficiency.By understanding the agricultural water use efficiency of Xinjiang’s various states and analyzing the factors affecting agricultural water use efficiency,we hope to find ways to improve the efficiency of agricultural water use in Xinjiang,improve the utilization efficiency of agricultural water resources in Xinjiang,reduce agricultural water consumption,and promote the coordinated development of agriculture and other industries and ecology.This paper analyzes the utilization efficiency of agricultural water resources in Xinjiang from the macro and micro perspectives and the factors affecting the utilization efficiency of agricultural water resources,that is,according to the panel data of Xinjiang 14 regions from 2005 to 2016 and the field survey of farmers in typical areas.The cross-section data,using the ultra-efficient data envelopment analysis method and the Tobit model,analyzed the differences in agricultural water use efficiency and the sources of differences in the fourteen states of Xinjiang,and also explored the influencing factors of agricultural water use efficiency and typical high efficiency in the fourteen states.Factors affecting agricultural water use efficiency in Changji Prefecture.Specifically,the paper is divided into seven parts,the first chapter is the introduction;the second chapter is the research foundation;the third chapter is the current situation and existing problems of agricultural water resources utilization in Xinjiang;the fourth chapter is the agricultural water resources of various states in Xinjiang The utilization efficiency analysis;the fifth chapter is the analysis of the influencing factors of agricultural water use efficiency in Xinjiang;the sixth chapter is the analysis of the influencing factors of agricultural water use efficiency in typical areas;the seventh chapter is the conclusion and suggestion.The main conclusions of this paper are as follows:(1)Through the calculation of the utilization efficiency of agricultural water resources between the fourteen states of Xinjiang in 2005 and 2016,it is found that the areas with good economic development and mild climate have generally high utilization rate of agricultural water resources,while water resources in areas with high endowments and very dry climates,their agricultural water use efficiency is generally low.This shows that factors such as economic development level,water resources endowment,and climatic conditions have a greater impact on local agricultural water use efficiency.(2)The research results in terms of natural conditions have found that rainfall has a significant effect on the utilization efficiency of agricultural water resources in Xinjiang as a whole and in high efficiency and low efficiency.This reflects the fact that natural precipitation replaces part of the irrigation water.(3)The research results on the basic characteristics of farmers have found that in the high-efficiency area represented by Changji Prefecture,the appropriate age of farmers,higher cultural level and preference for agricultural investment risk all contribute to the utilization efficiency of agricultural water resources.(4)The research results of water-saving technology investment found that the water-saving technology investment can significantly improve the utilization efficiency of agricultural water resources,both for Xinjiang as a whole and for the high efficiency and efficiency of agricultural water resources utilization.This is also confirmed by the analysis of the survey data of the typical high-efficiency area of Changji.(5)The research results on the general investment in agriculture show that the investment ratio of agricultural machinery and economic crops can promote the efficiency of agricultural water use in Xinjiang as well as the high and low efficiency zones.This analysis is also illustrated by the survey data of typical areas in the future.In addition,the survey data also shows that farmers’ contracted land generally has low water use efficiency and generally does not tend to invest in water-saving irrigation facilities.(6)The research results in agricultural water resources management found that the construction of agricultural water conservancy facilities has significantly promoted the overall and high-efficiency areas of Xinjiang.The subsequent survey data analysis also shows that the construction of agricultural water conservancy facilities can promote the efficiency of agricultural water use.The analysis of the influencing factors of Changji Prefecture in a typical high-efficiency area also shows that the establishment of water rights trading market,the regulation of water price,the payment of agricultural water saving subsidies,and the promotion of farmers’ participation in agricultural water resources management can all affect the efficiency of agricultural water utilization. |
