Research On The Relationship Between Industrial Transfer And Carbon Emission Transfer In Resource-based Provinces

With the deepening of global climate negotiations,China has taken the initiative to undertake the corresponding responsibility of carbon emission reduction and strictly control carbon dioxide emissions.While actively implementing emission reduction,the central government has issued a series of regional development strategies on industrial structure adjustment and promoting regional economic transformation,in order to achieve a win-win situation of energy conservation and emission reduction and industrial structure adjustment and optimization.However,under the background of low-carbon economy,undertaking domestic industrial transfer will bring opportunities for the transformation and development of resource-based provinces,but it is likely to lead to the location transfer of carbon emissions through the change of regional division of labor and production structure,which is contrary to the goal of "win-win situation" in China.Therefore,how to effectively complete the industrial transfer in resource-based provinces is an urgent problem to be solved.This paper uses the method of input-output analysis and carbon emission coefficient to quantitatively analyze the trend and characteristics of industrial transfer and carbon emission transfer in resource-based Inner Mongolia Autonomous Region in 2007-2012 and 2012-2015:(1)The trend of Inner Mongolia Autonomous Region to undertake the national industrial transfer is strengthened.Driven by the final demand and export,the net transfer of the overall industry in Inner Mongolia Autonomous Region is more affected by the final demand.Both of them present similar transfer pattern and transfer characteristics,that is,the first stage of undertaking the industrial transfer from the western provinces while transferring the industrial transfer to the eastern provinces("west to East")In the second stage,the export-oriented industrial transfer has changed from "import from the east to export from the middle" to the concentration of eastern provinces.(2)The industry characteristics of industrial transfer in Inner Mongolia Autonomous Region have obvious stages.From 2007 to 2012,Inner Mongolia autonomous region mainly undertakes a large number of energy intensive industries(mining and dressing industry,electric power)in the northern and eastern coastal provinces,but from 2012 to 2015,the industry shows the transfer characteristics of "entering from the middle and leaving from the East".In this stage,the central provinces are the leading industries of other industries in Inner Mongolia Autonomous Region Major provinces with net industrial transfer.Driven by the final demand,the industry characteristics are not completely consistent with the industrial transfer characteristics of some export-oriented industries.(3)The trend of Inner Mongolia Autonomous Region to undertake the national carbon emission transfer is weakening.The overall net transfer of carbon emissions is still mainly driven by the final demand.The net transfer direction of carbon emissions shows the transfer characteristics from the first stage of "entering the East" to the second stage of "entering the middle and leaving the East",while the export driven carbon emissions transfer shows the trend of "entering the East" during the study period.(4)From 2007 to 2015,Inner Mongolia mainly undertook the net transfer of carbon emissions from the power industry,and the net transfer objects of carbon emissions from the eastern provinces to the central provinces.Driven by the final demand,the characteristics of the industry are still similar to the overall.Driven by the export,the carbon emissions of energy,capital,technology and labor-intensive industries in Inner Mongolia Autonomous Region come from the eastern provinces.During the study period,the central and eastern provinces increased the pressure of energy conservation and emission reduction in Inner Mongolia Autonomous Region.(5)In the first stage,the net transfer of industry leads to the net transfer of carbon emissions.In the second stage,the net transfer of industry leads to the net transfer of carbon emissions.In both stages,there are carbon leakage and carbon emission reduction caused by industrial transfer.From 2007 to 2015,the final demand driven and export driven carbon leakage in Inner Mongolia autonomous region shows that the problem of final demand driven carbon leakage has been alleviated,while the problem of export driven carbon leakage is aggravated,and the overall undertaking of final demand driven carbon leakage accounts for a large proportion.Finally,according to the research conclusions,we put forward policy recommendations:(1)to formulate a scientific industrial transfer plan.(2)The environmental profit and loss will be included in the project evaluation system of the industry.(3)Optimize the industrial structure and build a low-carbon energy system.(4)We should establish regional collaborative emission reduction mechanism and implement differentiated carbon emission reduction policies.
