Changes And Regional Convergence Of Fishery Total Factor Productivity In China

As an essential part of modern agriculture,fishery plays a vital role in the national economic development.The sustainable and healthy development of fishery can help ensure food security,solve farmers' employment,increase farmers' income and make rural economy prosper.Since the reformation and opening up,China's fishery development has gained enormous achievements,but for a long time,it mainly relies on the expansion of production scale and the extensive production mode based on the consumption of natural resources.The sustainable development of fishery is restricted by overfishing of fishery resources,unreasonable industrial structure,low level of industrialization and destruction of ecological environment.Facing the critical period of transformation from traditional fishery to modern fishery,it is particularly necessary to adjust the way of fishery economy and change the growth mode of fishery economy.We have to adjust the industrial structure,accelerate industrial transformation and upgrading,and boost fishery economic growth through scientific and technological innovation.In order to more comprehensive scientific evaluation efficiency of fishery economy growth in China,the understanding of regional difference of fishery economy growth and its change trend,promote the sustainable development of fishery of our country,this paper USES DEA and Malmquist productivity index method,from 2000 to 2019 as the research range,on China's mainland 29 provinces fishing the change rule of total factor productivity and its characteristics were analyzed,and based on the sigma convergence,absolute convergence and conditional convergence analysis.The results showed that:First,during the study period,the growth rate of total factor productivity was much lower than that of fishery gross economic output value,and the fishery total factor productivity of some provinces even showed negative growth,which indicated that China's fishery economic growth was still an extensive model and needed to be changed to a modern intensive model.Second,Chinese fishery total factor productivity change presents the obvious volatility characteristics,its growth is mainly derived from technology progress,fishery technology efficiency also has the very big development space,to further strengthen the fisheries technology promotion and application,and through the way of innovation,optimize the distribution of the resource management to improve the efficiency of technology,and then improve the total factor productivity;Third,regional scale efficiency difference between the larger,most of the provinces of fishery production scale is not in the best ideal state,low level of technology is the area of the main causes of increasing or decreasing return to scale,at the same time,some provinces is the input redundancy and output of different degree insufficient,this shows that in the process of fishery production cannot just rely on scale or add elements to increase,must optimize the distribution of elements,attach importance to investment in science and technology,maximize production efficiency.Fourthly,the regional fishery total factor productivity shows the characteristics of unbalanced growth,which is mainly due to the differences in resource conditions and fishery development modes in different regions,which indicates that we should not only focus on the improvement of system management,strengthening technical input is also essential for the fishery economic coordinated development.Fifth,fishery total factor productivity in China exist the convergence of regional differences,there still exists certain gaps regional fishery economy growth,there has a steady level,no tend to the same level of development,should give full play to the total factor productivity regions with high levels of leading role,through strengthening technical exchanges between areas,contribute to the spread of technology between regions,narrow the gap between regions,realize the regional harmonious development.Based on the analysis of the above research results,putting forward some suggestions on optimizing the allocation of fishery production factors,strengthening the construction of fishery science and technology innovation system,speeding up the transformation and upgrading of fishery industrial structure and strengthening regional fishery economic cooperation,in order to improve the healthy and sustainable development of China's fishery.
