The rapid development of agricultural economic globalization has benefited from the contribution of global agricultural informatization,.The deep mining and efficient allocation of agricultural information resources are conducive to promoting the development of agricultural informatization.Improving the efficiency of agricultural information resource allocation can save the cost of using agricultural information resources,can improve the level of agricultural informatization,can help agricultural production reform and improve agricultural production efficiency.If the agricultural information resources cannot be effectively allocated,it is easy to cause problems such as the mismatch between the supply and demand of information resources,the low efficiency of comprehensive utilization of resources,and the waste of input resources,which will affect the improvement of the level of agricultural informatization.Due to differences in cultivated land conditions in the region and differences in the climate conditions of the environment,there is a regional imbalance in agricultural resources in China.The allocation of human resources does not match the needs of agricultural development,resulting in a high concentration of agricultural resources in some regions and a lack of resources in other regions.Widening the differences between regions.In the accelerated process of urbanization in Shaanxi Province,there is a typical problem of unreasonable allocation of agricultural information resources.Taking Shaanxi Province as an example,this paper combines the super-efficient SE-DEA model with the traditional three-stage DEA model to fully consider the effects of external environmental deviations,management non-efficiency deviations,random interference deviations,etc.,and implement decision-making units that meet the effective production frontier.Hierarchical sorting,to find out the resource information that affects the efficiency of city allocation in the top of the relative effective value in the decision-making unit,and assists cities in Shaanxi Province to allocate agricultural information resources.This a rticle first defines the relevant concepts,expounds the basic concepts of information resources and agricultural information resources,introduces the basic theory of agricultural information resource allocation,and analyzes the development status at home and abroad.Second,based on Shaanxi Bureau of Statistics yearbook data,National Bureau of Statistics Shaanxi Province data,and open government affairs information on the Internet,the current situation of the development of agriculturalinformation resources in Shaanxi Province and the main problems it faces are analyzed.Third,based on the evaluation system of agricultural information resource allocation efficiency,the improved three-stage SE-DEA model and Tobit model were used to analyze the allocation efficiency of Xi’an,Yulin,Yan’an,Tongchuan,Weinan,Ankang,Shangluo,Baoji,Hanzhong,and Xianyang.The research summary includes that environmental factors such as macroeconomic level,overall economic policy,human resources,and education level of rural residents have a significant impact on the allocation efficiency.Fixed assets,information service capabilities,and information infrastructure have limited input resources.After eliminating the influence of environmental factors through the improved three-stage SE-DEA model,the average value of comprehensive efficiency TE of agricultural information allocation in Shaanxi Province increased from 0.773 to 0.832,the average value of scale efficiency SE increased from 0.844 to 0.9219,and the average value of pure technical efficiency PTE Adjusted from 0.9087 to 0.9058,combined with the actual data,it was found that the adjusted calculation results can accurately reflect the allocation of agricultural information resources in various cities in Shaanxi Province.The research results are helpful to the optimal allocation of agricultural information resources and the development of agricultural informatization in Shaanxi Province.
