The increase of carbon emission has serious impact on ecological environment and climate,which has attracted the attention of many scholars at home and abroad.As the largest metropolitan economic circle,the Beijing-Tianjin-Hebei region is a key concern for the development of China,and it is important to realize the green development of its economy.This paper uses data envelopment analysis method and spatial econometric analysis method to explore the carbon emission efficiency and the redistribution of carbon emissions in Beijing-Tianjin-Hebei region.The specific research and innovations of the paper are as follows.(1)By taking Beijing,Tianjin and Hebei as the main system and the districts or cities under each region as homogeneous parallel subsystems,we can get not only the carbon emission efficiency of Beijing,Tianjin and Hebei,but also the carbon emission efficiency of each regional subsystem through the parallel system.The efficiency evaluation model based on parallel system evaluates the carbon emission efficiency of Beijing,Tianjin and Hebei under the dual perspective of main system and subsystem,so as to better analyze the current situation of carbon emission in Beijing,Tianjin and Hebei region.(2)The redistribution model of carbon emissions still adopts the parallel system approach,using the spatial measurement model to explore the correlation between the input and carbon emission efficiency,hoping that the input with a high correlation with carbon emission efficiency will play a greater value in the distribution process,proposing a parallel system distribution model considering spatial measurement,using the satisfaction method to achieve equity and efficiency,comparing with the traditional distribution model,the distribution model considering spatial measurement is more in line with the actual situation;(3)The spatial econometric model is used to investigate the influencing factors and correlation of redistributed carbon emissions,analyze the causes and use them as a basis to propose corresponding carbon reduction proposals.The results of this study show that carbon emissions in Beijing,Tianjin and Hebei are unevenly distributed and inefficient,Beijing has a significant advantage in the redistribution of carbon emissions,which increases the most carbon emissions.The methodology proposed in this paper provides a theoretical basis for assessing the efficiency of regional carbon emissions,exploring future carbon reduction paths,and realizing a low-carbon economy.
