Promoting low-carbon development is not only the national condition of China with limited resources and environmental carrying capacity and the requirement of realizing sustainable development,but also the right choice to participate in global environmental governance and deal with climate change.The 18 th National Congress of the Communist Party of China proposed to "focus on promoting green development,circular development and low-carbon development";The 19th CPC National Congress further proposed to promote green development,accelerate the establishment of legal system and policy guidance for green production and consumption,and establish and improve the economic system of green,low-carbon and circular development.To carry out low-carbon pilot work is an important starting point to explore and form new ideas,new models and new experiences of China's green development.The starting point of low-carbon pilot policy is to reduce carbon emissions and play a leading role in national low-carbon development.However,whether green innovation growth can be realized is an important standard to measure its effectiveness.In this context,it is of great significance to explore the impact of low-carbon pilot policy on the efficiency of green innovation.Based on the existing research on low-carbon pilot policy and green innovation efficiency,this paper studies the impact of low-carbon pilot policy on green innovation efficiency with 192 prefecture level cities as research samples.Firstly,this paper analyzes the mechanism of low-carbon policy on green innovation efficiency,mainly from three aspects of industrial structure upgrading,financial support effect and human capital effect,and puts forward the corresponding assumptions.Secondly,select indicators from the perspective of input-output,and use sbm-dea model to measure green innovation efficiency.Then,the double difference model is used to analyze the impact of low-carbon pilot policy on green innovation efficiency,and the heterogeneity of its implementation effect is analyzed from a series of characteristics of cities.The empirical results show that: the low-carbon pilot policy is conducive to the green growth of low-carbon pilot cities,and the green innovation effect on the eastern and large-scale cities is more obvious.Therefore,the paper puts forward some policy suggestions,such as implementing low-carbon pilot policy according to local conditions,grasping the advantages of location and scale,promoting the innovation of urban industrial structure,and formulating supporting facilities.This paper makes a theoretical and Empirical Analysis on the impact of lowcarbon pilot city policy on green innovation efficiency,which enriches the research in related fields.On this basis,it puts forward reasonable policy suggestions to promote the improvement of low-carbon pilot policy and the improvement of green innovation efficiency,so as to accelerate the transformation of China's economic development model and help the green and sustainable development of economy.
