Since the implementation of the reform and opening up policy,with the leap of China's economic development,China's environmental problems are increasingly serious.In recent years,with the obvious improvement of people's economic conditions,more and more people begin to pay attention to the living quality,which puts forward the request for the high-quality development of China's economy.In this context,the 18 th National Congress of the Communist Party of China made the strategic decision of "vigorously developing ecological civilization construction",which requires us to save resources and reduce pollution in production and life,and requires us to protect the environment and prevent the pollution.The Huaihe River Basin is an important bridge connecting the eastern and central parts of China,but for a long time there has been a lack of overall planning in the basin.There are a series of problems in the Huaihe River Basin,such as excessive pollution,huge energy consumption and large population pressure.We need to pay attention to the ecological problems of the Huaihe River Economic Belt and solve the problem,then we can promote its green development.Firstly,this paper uses the three-stage DEA model to calculate the ecological efficiency of the Huaihe River Economic Belt,adjusting the slacks by SFA model,the ecological efficiency value of most cities is higher than the one without the adjustment.Secondly,this paper uses statistical map and Moran index to describe the spatial distribution and spatial autocorrelation of eco-efficiency.Finally,this paper uses the SDM model to study the influencing factors of ecological efficiency.The research conclusions are as follows:(1)The ecological efficiency of the Huaihe River Economic Belt shows a "V" shaped change trend.Before 2015,the average ecological efficiency in the basin showed a downward trend,and after 2015,the average ecological efficiency in the basin increased year by year.(2)The high-efficiency cities of the Huaihe River Economic Belt are mainly distributed on the lines of Shandong-Jiangsu and the lines of Anhui-Jiangsu,while the low-efficiency cities and medium-efficiency cities are mainly distributed in Henan Province,and in the city of Huainan and Jining.Classifying the 26 cities in the economic belt by the provinces,the average ecological efficiency of Jiangsu Province is the highest,and that of Anhui Province is the lowest.(3)The results of SFA regression show that the total influence of road density on eco-efficiency is uncertain.The resident population has a significant positive effect on the slacks of the energy consumption and pollutant discharge variable,that is,the more the resident population,the lower the eco-efficiency value.The total amount of water resources has a significant negative effect on the slack variables of comprehensive energy consumption,industrial wastewater discharge and industrial sulfur dioxide discharge,indicating that the cities with more total water resources have less energy consumption and pollutant discharge and higher ecological efficiency value.(4)The Moran index of the Huaihe River Economic Belt is positive in all the research years,and passes the significance test.It shows that the ecological efficiency of the Huaihe River eco-economic belt presents a significant positive spatial correlation,that is,the high efficient cities cluster together,and the low efficient cities cluster together.(5)By decomposing the spatial spillover effects of influencing factors,it can be found that the economic development level,the degree of opening to the outside world and the urbanization level have significant promoting effects on the improvement of urban ecological efficiency.Economic development level and urbanization level have significant positive effects on the ecological efficiency of surrounding cities.In view of the above conclusions,this paper proposes five policy suggestions,that is: Improve the comprehensive quality of residents in Huaihe River Economic Belt;Save water resources,prevent water pollution;Improve the quality of economic development and urbanization;Improve the level of opening up.
