The "13th Five-Year Plan" for the protection and utilization of grasslands in China points out that of the four million square kilometers of grasslands in the country,moderate and severe degradation area accounts for more than 1/3.There are many different views on the deterioration of grasslands,such as: grazing overload,over-cultivation and planting.This paper discusses the impact of mineral development on grassland resources,and thinks it is necessary to restrain the behavior of mineral development and protect grassland resources by constructing the relevant legal system.China has occupied 263,000 hectares of grassland due to mining.As a typical grassland area and concentrated area of mineral resources,the phenomenon of mineral exploitation occupying grassland is more serious in Inner Mongolia.This paper investigates the mineral development in Inner Mongolia Autonomous Region in recent years,analyzes its adverse effects on grassland biology,land and water resources.Then the paper summarizes the causes of these adverse effects from nature,technology,legal policy,supervision and management.At the same time,a brief analysis of the existing laws on mineral development and grassland resource protection in China suggests that there are two shortcomings in the current laws.First,the provisions on how to protect grassland resources in mineral development are more macro and lack in operability;Second,local legislation often follows the trend of central legislation and fails to make targeted provisions according to the actual situation of local grassland and mineral development.Finally,the paper discusses how to use the law to avoid or reduce the adverse effects of mineral exploitation on grassland resources,and puts forward some suggestions for legislative improvement.The author hopes to achieve a balance between economic development and the polar impact of grassland ecological safety,and through this paper,we can make every effort to construct a long-term mechanism for the restoration and development of grassland resources.
