Resources of drinking Water deficiency and Pollution give rise to crisis, which hazards the right of existence and life. Hence, international community is focusing on resources of drinking water protection. With the development of the economics, we have done a lot of harm to the environment and natural resources. Because of that, we have deteriorated the environment and shared a tense relationship with the resources. Among that the water resources especially drinking water resources shortage and bad quality confines the development. This thesis has firstly defined the legal theoretical foundation of protection of drinking water resources. And then it analyses the legal protection of drinking water resources of other countries and the aspects of the law of the drinking water resources in our country etc. This dissertation expounds the legislative measures on resources of drinking water protection, in order to coming up with basis and thoughts for improving and innovating legislative theory and practice on resources of drinking water protection in china.This thesis consists of four parts. At first, it has defined clearly the concept of legislation of drinking water resources protection. Then, analyzes the necessity of the legal protection, and then has expounded the theoretical foundation for the legal protection for the drinking water resources.The second section of this thesis recommends and analyses the practices of legal regulations on the drinking water resources protection in several countries, and have analyzed its pros and cons. This section has placed great importance on introducing the legal protecting systems, such as the standard system on drinking water quality, monitoring system on drinking water quality, system of protecting zone, system on law duty in U.S.A, Japan, and so on.The third section discussing from the fact of the legal protection the gain and loss of the protection of the drinking water resources. In our country, we have set up laws of drinking water protection. Laws of drinking water protection have the important uses and shortcomings. Its important uses includes its protection of the people's life safety, its protection of drinking water's safety, its hit on the breaking law action. It accumulates experice on legislation of law of drinking water protection. Its shortcomings are that the legislation is short of harmanization, legislation imbalance in the allocation of rights and obligations, this lack of procedural Problems such as the legislative system. What causes the shortcomings include the mistake of the ideology, it lacks the ensurance mechanism, theory, science and technology.Finally, Sustainable development strategy is a new pattern of development, and is the universal recognition of modern mankind. We should set up the sustainable development theory as the ideology of law of drinking water protection and base the law on basic principles of drinking water. I suggest that we should set up a perfect law to protect the people's health and support the sustainable development.
