As an important strategic resource,water is an essential element of economic development.With the continuous acceleration of economic construction,the contradiction between supply and demand of water resources is prominent,which affects the rapid development of economy.In China,the property rights of basin water resources are not clear,and the interest relationship between the main bodies is difficult to reconcile,resulting in frequent conflicts of water resources.The state attaches great importance to the safety of water environment,makes major arrangements for the protection of water resources,and encourages the compensation of water resources in upstream and downstream areas through horizontal compensation.At present,China's water resources ecological compensation legal system is not perfect,the compensation mechanism is not perfect,and the compensation standard is uncertain,which leads to the slow progress of water resources ecological compensation.As an important means to coordinate the water use rights and adjust the distribution of interests,ecological compensation of water resources is of great significance to resolve conflicts and promote the sustainable development of river basin.It is necessary to establish an effective ecological compensation mechanism for river basin water resources,guarantee the equity of river basin water resources rights,mobilize the enthusiasm of residents to protect water resources,and realize the coordinated development of upstream and downstream.Based on the literature review,this paper starts from the definition,efficiency standard,characteristics and influencing factors of ecological compensation efficiency of river basin water resources,carries out the relevant basic theoretical analysis of ecological compensation of river basin water resources,combines with the practice of ecological compensation cases in China,and according to the characteristics of ecological compensation of river basin water resources,from the aspects of society,economy,environment and so on Ecological compensation measurement index system is constructed from three dimensions of ecology.As the largest basin in China and the third in the world,the Yangtze River Basin spans many provincial administrative regions in the East,middle and west of China,with a wide range of influence.Now it is quite difficult to study the whole basin.If only one point is studied,it is difficult to fully reflect the actual situation of the basin.Therefore,four representative node cities are selected for empirical analysis.Considering the ecological characteristics of water resources in the basin,combined with the development strategy of the Yangtze River economic belt and referring to the selection of existing research cities,it is finally decided to select Yibin City in central and southern Sichuan Province in the upper reaches of the Yangtze River,Yichang City in Hubei Province in the middle and upper reaches of the Yangtze River Jiujiang City in Jiangxi Province,the junction of the middle and lower reaches of the Yangtze River,and Zhenjiang City in Jiangsu Province,the lower reaches of the Yangtze River Basin are taken as the representative nodes to measure the ecological compensation efficiency of water resources.According to the measurement results,the relationship among social,economic and ecological dimensions within the region is analyzed.Comparative analysis was carried out to explore the differences in social efficiency,economic efficiency,ecological efficiency and comprehensive efficiency of the four node cities in the upper,middle and lower reaches of the Yangtze River Basin;The development of each dimension within the region is unbalanced,and the ecological efficiency and economic efficiency are not coordinated;The development of ecological compensation is unbalanced,and the difference between the upstream and downstream areas is obvious.Based on the measurement results and reality,it is suggested to improve the legal system of watershed water resources management,establish a unified and coordinated watershed management system,adopt flexible and diverse ways of watershed water resources ecological compensation,encourage the construction and strengthening of the status of Watershed Ecological Compensation Association,and improve community participation in the practice of watershed water resources ecological compensation,Strengthen the collaborative optimization between technical elements.By improving the level of ecological compensation for water resources,coordinating the relationship between various stakeholders,resolving the contradiction of water resources in the basin,and promoting regional sustainable development and coordinated development of the basin.
