The Yellow River Basin is one of the most important river basins in my country.Due to its complex geographical and geological characteristics and variable climatic conditions,a unique disaster-pregnant environment has been formed,leading to frequent natural disasters.On September 18,2019,General Secretary Xi Jinping hosted a symposium on ecological protection and high-quality development of the Yellow River Basin in Zhengzhou and delivered an important speech.The meeting emphasized that it is necessary to jointly do a good job of major protection,coordinate the promotion of major governance,focus on strengthening ecological protection and governance,ensure the long-term stability of the Yellow River,and promote high-quality development of the entire river basin.On the one hand,drought and flood disasters in the Yellow River Basin will cause the destruction of the ecological environment and species diversity in the basin,on the other hand,it will also have a very significant impact on people's production,life and economic development.Therefore,studying the impact of disasters in the Yellow River Basin on economic growth is also It has become a very important part of studying the ecological protection and high-quality economic development of the Yellow River Basin.This paper combs through the relevant literature,expounds the mechanism of the impact of drought and flood disasters on economic growth in the Yellow River Basin,and uses the three aspects of direct economic loss,disaster-affected population,and drinking water difficulties/death population in the 2004-2018 "China Meteorological Disaster Yearbook" Drought and flood damage data,combined with the data and charts drawn from the data,compared and analyzed the current situation of disaster impacts in the 9 provinces of the Yellow River Basin.On this basis,this paper uses the relevant drought and flood disasters in the 9 provinces of the Yellow River Basin from 2004 to 2018.Based on the data and other economic data,the dynamic panel system GMM model was set to empirically test the impact of droughts and floods in the Yellow River Basin on the economic growth of the following year,and finally draw conclusions.The study found that:(1)The occurrence of drought and flood disasters has certain temporal and spatial distribution characteristics.In terms of time distribution,the disaster loss peaks of drought and flood disasters appear alternately every other year,and the two are in a relationship of increasing and decreasing;in terms of spatial distribution,the disaster loss in eastern areas such as Shandong is relatively small,while the disaster loss in Inner Mongolia,Gansu,and Sichuan is relatively small.Disaster losses in the western region are relatively large;(2)The occurrence of droughts and floods will cause the destruction of physical capital such as direct economic losses and the loss of human capital such as population casualties,which will have a certain impact on the economic growth of the nine provinces of the Yellow River Basin in the next year.Negative impact.In general,floods and floods have caused serious direct economic losses,and droughts have caused a large number of people affected;(3)The impact mechanism of droughts and floods on economic growth shows that through the increase of government financial support and the improvement of the economic openness of the disaster-stricken areas and other material capital channels,Increasing investment in education,medical and health resources and other human capital channels can effectively reduce the disaster losses in disaster-stricken areas and realize the positive effect of drought and flood disasters on the "destructive creation" of economic growth in the Yellow River Basin in the following year.Based on the above conclusions,this article proposes to implement targeted disaster mitigation work according to the type of disaster and the region where it occurs;and through government financial support,accelerating the improvement of the economic openness of disaster-affected areas,and other physical capital approaches are in line with human capital approaches such as increasing investment in education and medical resources.The combined disaster relief methods continue to accelerate post-disaster reconstruction and economic growth in disaster-stricken areas.
