Research On Evaluation Of Jiangsu Marine Industry Competitiveness Under The Concept Of High-quality Development

In today’s shrinking space for land resources development,the ocean,which has not been fully exploited and utilized,is a new field for the future economic development of mankind,which is related to the hope of mankind’s survival.The ocean has become a strategic target closely followed by all countries,and the enhancement of the competitiveness of the Marine industry has become one of the important links to enhance the core competitiveness of the country.China is also speeding up the development of the Marine economy and striving to build itself into a maritime power.As a big Marine province,Jiangsu has made some achievements in Marine industry development in recent years,but compared with other powerful Marine provinces,there is still a big gap in Marine industry in Jiangsu in various aspects.Based on the concept of high quality development and the theory of industrial competitiveness,this paper expounds the five influencing factors of the competitiveness of Marine industry,namely,innovative development,coordinated development,green development,open development and shared development of Marine industry,and constructs the evaluation system of the competitiveness of Marine industry on this basis.In addition,this paper analyzes the current situation of Marine economic development in Jiangsu Province from 2013 to 2017,and preliminarily studies the problems existing in Marine development in Jiangsu Province.Through the entropy-TOPSIS method,this paper analyzes the development trend of Jiangsu’s Marine industry competitiveness from 2013 to 2017,and conducts a horizontal comparison between Jiangsu and other coastal cities based on the statistical data of2017,so as to comprehensively analyze the problems existing in the competitiveness of Jiangsu’s Marine industry.Through the research,this paper found that the Marine industry in Jiangsu showed a trend of first decline and then growth from 2013 to 2017.Marine innovation capacity,coordinated development and shared development performed well,and its competitiveness increased year by year.However,compared with the level of openness,green development showed a fluctuating downward trend,leading to the decline of the score of Jiangsu’s Marine industry.In 2017,the Marine industry competitiveness of Jiangsu ranked seventh among the 11 coastal provinces and cities in China.The major reasons for the low competitiveness of Jiangsu’s Marine industry are the serious pollution of Marine environment,the insufficient degree of openness and the lack of quantity and quality of Marine professionals.Therefore,Jiangsu should strengthen the construction of Marine ecological environment,improve the level of opening up and development,optimize the industrial structure,cultivate Marine science and technology talents and other countermeasures and suggestions to further enhance the competitiveness of Marine industry in Jiangsu Province.
