Study On The Adaptability Evaluation And Countermeasures Of The Urban Waterlogging Disaster In Hubei Province From The Perspective Of Climate Adaptation

The Urban Waterlogging Disaster is one of the meteorological disasters which have a serious impact on the sustainable development of the city under the Climate Change and in the process of urbanization,The Waterlogging Disasters in Hubei are frequent and serious,and then overlap the unbalanced development of the region.Based on Climate Adaptation,how to enhance the adaptability of cities in Hubei city to better cope with City Waterlogging Disasters is very important for regional sustainable development.This paper takes 16 cities in Hubei Province as the research object.Firstly,the risk factors of waterlogging disaster in 16 cities of Hubei Province were evaluated and analyzed.Understand the risk of waterlogging disaster in 16 cities of Hubei Province.Secondly,starting from the four system layers of Economic development,Urban construction,Ecological environment,Risk management and 19 index layers.This paper uses the combination of subjective and objective weights and TOPSIS evaluation method to form a comprehensive evaluation model to evaluate the adaptability of 16 cities in Hubei Province in 2005-2017.According to the evaluation results,the spatialtemporal difference analysis and classification analysis are carried out.Finally,the short-time series of adaptability level is predicted by using the grey prediction model in 2018-2022.And the countermeasures and suggestions are made for the risk assessment,evaluation and prediction analysis of Urban Waterlogging Disaster.The conclusion is as follows:(1)In Hubei Province,the risk of waterlogging disaster is relatively high,among 16 cities,12 cities are at medium or above risk.(2)The adaptability of Urban Waterlogging Disaster in Hubei Province is at medium or above level.Wuhan shows a fluctuating growth from medium to high level of adaptability,while other cities show a fluctuating growth from low to medium level of adaptability.There are obvious regional differences in the adaptability of the four system layers of cities in Hubei Province,as well as the internal development coordination of the four system layers of cities.(3)According to the three-stage comprehensive index of waterlogging disaster adaptability,the adaptability level can be divided into three types:primary type,development type(general development,good development)and incremental type.The types of adaptability in Wuhan are changing from general development to good development,and other cities are changing from primary development to general development.(4)According to the grey prediction results,16 cities have basically maintained an upward trend,and the adaptability of Wuhan has reached the incremental stage in theory after 2019.The adaptability of Yichang and Xiangyang has reached the good development stage.The adaptability of Xianning,Xiaogan,Qianjiang and Jingzhou has reached the good development stage after 2020.The adaptability of Huanggang and Jingmen has reached the good development stage in 2022.The adaptability of other cities is still in the general development stage in five years.(5)In the future,Wuhan,Yichang and Xiangyang will focus on incremental development.The three cities of Xianning,Jingmen and Xiaogan have fast development speed and great potential of adaptability,so they still need to maintain the current development speed of adaptability.The risk of waterlogging disaster in Huanggang and Jingzhou is relatively high.Although they have reached a good development level in 2022,the risk pressure of waterlogging disaster is still high due to extreme climate and urban development changes.The development level of adaptability is still insufficient to cope with waterlogging disaster,and the adaptability level of waterlogging disaster should be accelerated.In Huangshi,Suizhou,Ezhou and Enshi,the risk level of waterlogging disaster is moderate or above,and the risk of waterlogging disaster pregnant environment and disaster bearing system of Shiyan City is also high,and the level of adaptability in 2022 is still in the general development stage.In the future,5 cities will speed up the improvement of adaptability according to the short board.In Qianjiang,Tianmen and Xiantao,the risk of waterlogging disaster is relatively low,and the adaptability development of Qianjiang is relatively good.The adaptability prediction of Tianmen and Xiantao is still in the general development stage until 2022.The two cities should learn from the experience of Qianjiang,complement their own shortcomings,and improve the adaptability to cope with extreme climate change.
