Research On The Dilemma Of Water Resources Management Role Of River Basin Institutions

As the dispatched agency of the provincial water administrative department,the provincial watershed organization plays an important role in balancing and coordinating the conflicts of interests of multiple parties in the watershed under its jurisdiction and motivating the upstream and downstream to establish a water resource protection mechanism,especially under the current strong supervision of the water conservancy industry.Played an important role.This paper draws on the theory of social roles and chooses the provincial watershed agency Hanjiang River Basin Management Bureau as the main analysis unit of the river basin organization to carry out the research on the dilemma of the role of the river basin water resources management.Through sorting out the role positioning and role functions of river basin organizations in water resources management,analyze their role dilemmas in role practice,and at the same time explore the reasons for the dilemmas,and propose paths and strategies to optimize the water resources management roles of river basin organizations.Through interviews,observations and other research methods,this paper takes the Hanjiang River Basin Administration as the main research body to carry out research on the dilemma of the water resources management role of river basin institutions.First,understand the current research status of domestic and foreign river basin institutions and government roles through literature,and learn from its advanced experience.Second,sort out the current status of the role of the Hanjiang River Basin Administration and the roles and functions implemented.In other words,in accordance with the "Four Rivers Regulations" and the three-determined plan,it plays the role of assisting,coordinating,supervising,coordinating,and serving in the management of water resources in the river basin.Role functions such as resource allocation and scheduling have played an important role in river basin management.Such as river basin emergency events,water resources allocation,river basin water resources protection,etc.Third,use interviews and observation data to analyze the role dilemmas of the Hanjiang Bureau in the practice of water resources management roles such as ambiguity,role gaps,and role conflicts.Prominent manifestations are the unclear legal status,lack of independent and independent management rights,embarrassing role status,insufficient role authority,weak overall coordination ability,lack of recognition,absence and offside,etc.,making it difficult for river basin organizations to effectively manage water resources affairs in the river basin..Fourth,through analysis,it is found that incomplete legal norms of roles,defects in river basin management systems,uncoordinated operating mechanisms,insufficient attention to the combination of river basin management and regional management,excessive attention to river basin micro-management,and incoordination of the basin planning system are causing the role dilemma.The main reason.Finally,the path and countermeasures for optimizing the roles of river basin institutions are proposed,namely,constructing river basin institutions with clear roles,perfecting the role adjustment of river basin institutions,and achieving the balance of the roles of river basin institutions.
