Comparison On The Basin Water Management Between China And United State Of America

With the technology and policy guidance,the Yellow River's water management system has been developed over the past decades.However,it still has unsolved problems.Water resource conflict between supply and demand is getting severe.Colorado River in USA has similar situation with the Yellow River,such as nature conditions,landscape and climate.Colorado River's water allocation system is one of the advanced water management system in the world.The experiences mainly include:maintenance law and regulation system,clear boundary between basin management and state management,insist on water allocation principle,multiple communication and negotiation function,and implementation of market in the water right system.The purpose of this study is to study on water management system in both China and USA,especially on the difference between water right systems.This study aims to find new pathways to contribute an advanced water management system for China.The methodology of this study includes five steps.First,study on China's water management system to understand its history,and current status.It will focus on water right system.Then,study to understand water management system in USA and focus on Colorado River basin and related states.Third,after rounds of information and data collections,analyze on the water right allocation framework and details in Colorado River.It also studies on the principles,logic and institutional questions.Forth,to compare and analysis the advantage and disadvantages between the Yellow River and Colorado River.The compare can focus on duty delegation,management system,law structure,and allocation principles.And last,using data calculation to analyze on the water allocation's difference and give results and conclusion.By learning from the international experience,water management mode in the Yellow River can be inspired.In the meantime,the study can propose a local-survived mode and adapted to the demand for modern basin management is also important.This requires deeper and diversified study on water right system.It includes:verification,allocation,key techniques on water right,advanced water trade system,a more comprehensive law system,and take consideration on various related topics such as environmental protection.Therefore,to provide a better water management system.
