Energy efficiency is one of the sustainability indicators for evaluating an industry or business.In recent years,due to the increase of greenhouse effect caused by the heavy consumption of energy and global warming,the contradiction between economic development and environmental ecological protection has become more and more prominent.As the world's largest energy consumer,China is actively shouldering international responsibilities at the same time as its rapid development.Construction industry as a traditional extensive development of the industry,high energy consumption,low energy efficiency behind the huge potential for energy conservation.However,China's vast territory,different regions of the construction industry energy use level is different.Therefore,it is necessary to study the energy efficiency of the construction industry in different provinces and regions,find out the inter-provincial differences in energy efficiency in the construction industry and the key factors affecting energy efficiency,so as to put forward the corresponding energy conservation and emission reduction proposals.Based on the research object of China's construction industry,this paper uses packet network analysis(DEA)method to construct an energy efficiency evaluation and measurement model with energy,building materials,capital and labor as input factors,construction output value as the expected output and construction industry CO2 emissions as non-expected output.Based on the panel data of 30 provinces,municipalities and autonomous regions in China from2009 to 2018,the CO2 emissions of China's construction industry were first measured,and then,on the basis of the SBM model,improved energy efficiency calculation methods were used to measure energy efficiency in the construction industry at the inter-provincial level.The results show that indirect CO2 emissions in the production stage of building materials are the main source of CO2 emissions in China's construction industry,accounting for more than 93%,of which cement and steel are the main sources of CO2 emissions from building materials production,accounting for 40%and 36%,respectively.The difference of energy efficiency in China's construction industry is obvious,but the regional difference is not significant.The difference in inter-provincial energy efficiency during the sample year was above 0.8,and the average annual difference in inter-provincial energy efficiency was 0.3.The eastern part of China has the largest energy-saving potential,accounting for 47%of the country's total energy-saving.The province with the largest energy-saving potential is Guangdong Province,with an average annual energy-saving potential of 4.603 million t standard coal.The degree of economic development,technology level and energy structure have significant positive effects on energy efficiency,of which technology level has the greatest impact on energy efficiency.Therefore,it is recommended to use renewable materials instead of traditional building materials to reduce CO2 emissions during the production phase of building materials.Improve energy efficiency in the construction industry by upgrading energy technology and optimizing energy structures.In the formulation of relevant policies is not recommended to regional division,but in view of the actual situation of different provinces,set different energy conservation and emission reduction targets,Guangdong,Shandong,Inner Mongolia,Sichuan,Hubei belongs to the typical low energy efficiency and high energy consumption provinces,its energy-saving potential is the largest,correspondingly more easily achieved results,can be considered as a pilot province of energy-saving policies.
