Conflicts are widespread in our society and daily life owing to the different cultures and cognition.At the same time,conflict analysis has also become the research object in the fields of business and government negotiations,political and legal disputes,water resources allocation,and risk control.In order to analyze and resolve conflicts,some scholars discussed the conflict analysis based on three-valued information systems.With the development of science and technology,the background of decision-making has become complicated and fuzzy,and sometimes the three-valued model cannot reflect this situation.Therefore,in response to the hesitation of decision makers,the conflict analysis of hesitant fuzzy information systems is studied in this paper.The specific contents are as follows.1.Based on hesitant fuzzy information systems,the conflict analysis model is presented.Firstly,because the original meaning of the shorter hesitant fuzzy number is changed when some same elements are added to it,a method is proposed to extend two hesitating fuzzy numbers to the same length at the same time,and then the distance measure of the fuzzy number is defined based on the improved filling method.Secondly,based on the conflict function,the concepts of probability conflict set,neutral set and coalition set are defined,the conflict analysis models of single issue and multiple issues are established.Thirdly,for the unknown thresholds,a conflict analysis model based on Bayesian minimum loss principle is given in combination with the rough set of decision theory of hesitant fuzzy information systems,and how to calculate the conflict set,neutral set and alliance set of each agent are illustrated by example.Finally,two methods of calculating the coalitions are discussed.One is based on the Bayesian minimum loss theory of hesitant fuzzy information systems,which divides the agent set into three coalitions sets of positive coalition,neutral coalition and negative coalition.The other is to find coalition sets through the Pawlak's model.And the differences between the two methods are analyzed through examples.2.Based on the hesitant fuzzy information systems,the conflict reasons are discussed.Firstly,the conflict ratio,neutral ratio and alliance ratio between agents under a single issue are defined,the issues causing the conflict between agents are divided into main,secondary and irrelevant reasons by the conflict ratio and alliance ratio,and the calculation process are illustrated with examples.Then,in view of the defects of the consensus strategy in Sun's model,the definition of the upper and lower approximations in the two universe was improved,three consensus strategies were redefined,and the model is extended to the hesitant fuzzy information systems.Finally,the conflict degree based on the conflict function is defined,the method for calculating the attribute weights based on the degree of conflict is proposed,and the specific steps of the multi-attribute decision-making under the hesitant fuzzy information systems is given.The effectiveness and the feasibility of the proposed method are exemplified on the basis of a case study on an enterprise development plan.To sum up,the paper mainly establishes the conflict analysis model and proposes the conflict resolution method of the hesitation fuzzy information systems.These works not only enrich the theory of conflict analysis,but also provide new methods for other research in conflict analysis.
