| Social enterprises have both social value goals and economic value goals,so that they can achieve an optimal balance of social and economic integration,so as to realize the symbiosis of dual values and promote the sustainable development of social enterprises.As an emerging organizational form,social enterprises are different from commercial enterprises and non-profit organizations.Driven by the dual drive of market economy and social missions,they emphasize the use of business strategies to solve social problems and alleviate social pain points,which is an important part of my country’s social governance.Part of it has received extensive attention from research scholars from all walks of life and relevant social figures.However,based on the actual situation,social enterprises are still facing the dilemma of dual value imbalance,although they are widely praised for their social value and operating mode based on dual value.On the one hand,the logical conflict between social value creation and economic value creation is an important issue that affects the sustainable development of social enterprises.On the other hand,in current market operations,multi-stakeholder entities have different value goals due to their different positioning.The imbalance of value in social enterprises affects the healthy development of the industry,there is an urgent need for effective governance of social enterprises.Based on the relevant research results of social enterprise governance,this paper selects the core issues to study in combination with the current development status of social enterprises in my country.Firstly,based on the conflicts of the dual values of social enterprises,construct an evolutionary game model for the realization of dual values between social enterprises and government departments,and explore whether the dual value conflicts can be reconciled;secondly,based on the external market supervision of social enterprises challenge,introduce relevant factors such as the probability of successful investigation by government departments,the benefits and costs of social enterprises and government departments,construct a two-party evolutionary game model between government departments and social enterprises,and analyze the game between social enterprises and government departments in market operations conflict coordination,to explore whether social enterprises can achieve a balance of dual value goals under the unilateral supervision of government departments;again,considering the participation of third-party evaluation agencies in governance,the participation rate of the public and the influence of social network public opinion using evolutionary game theory and collaborative governance theory to construct a tripartite evolutionary game model based on government departments,social enterprises,and third-party evaluation agencies,explore the ability to choose and evolve the strategies of the players in the game.The influencing factors reveal the impact of changes in decision-making parameters and the initial conditions of the game on the stability of the evolutionary results,and explore the conditions under which the three-party game strategy stabilizes;finally,use Matlab software to evolve the three-party game the ideal state in the model is simulated and analyzed.The research results show that social enterprises can have both social value and economic value at the same time.Faced with the logical conflict of the dual value goals of social enterprises themselves,social enterprises can achieve effective reconciliation,which also shows that the realization of the dual value of social enterprises is reasonable and correct.When social enterprises are engaged in market operation activities,the dual value objective is prone to deviation.At this time,under the influence of the success rate of the government department’s investigation and punishment,the cost and benefit of the game player’s strategic choice between the social enterprise and the government department,the two parties are evolving in the process of the game,it is possible to reach the equilibrium state of the game.Since the state of game equilibrium between government departments and social enterprises is not necessarily the best ideal state,the influence of social network public opinion,social reputation benefits,government penalties and other related factors should be considered on the basis of third-party evaluation agencies.Under the influence of the influence when the probability of the public choosing to participate in supervision is high,even if government departments choose negative supervision strategies,social enterprises will tend to adopt compliant dual value creation strategies,and third-party evaluation agencies will tend to adopt real Evaluate strategy;when the probability of the public choosing to participate in supervision is low,the game evolution trend of the strategy chosen by any one of the three-party game subjects will have an impact on the strategy choices of the other two game subjects.Therefore,in order to achieve effective governance of social enterprises,it is necessary to establish a scientific and complete mechanism for multi-subject participation,rewards and punishments,social reputation mechanisms,strive to improve the governance level of social enterprises,form a social enterprise governance system in which multi-subjects participate in co-governance to promote society sustainable development of the enterprise.
