The Yellow River Basin is an important ecological barrier and an important economic zone in China,and is a very important position in China's economic and social development and ecological security.The Yellow River Basin is not only an important ecological barrier and economic belt in China,but also an important industrial belt for energy development in China,with key resources such as coal and oil needed to support the development of China's modern industry." Since the founding of New China,resource-based cities in the Yellow River Basin have played an important supporting role in achieving long-term stable and rapid development of the national economy,but the economic development model of high pollution,high energy consumption and high emissions has seriously affected the ecological safety and sustainable development of the Yellow River Basin,and environmental regulation has been made as an important policy means to regulate energy consumption and pollution,which can play an effective role in controlling environmental pollution and promoting the transformation of resource-based cities,and is the key way to promote the high-quality development of the Yellow River Basin.Based on the above background,the index evaluation system is first constructed,and the formal environmental regulation intensity and informal environmental regulation intensity of 35 resource-based cities in the Yellow River Basin are measured by entropy right method.Secondly,the input-output index system is constructed,and the super-efficient SBM model based on undesirable output is used to measure the transformation efficiency of resource-based cities in the Yellow River Basin from 2003 to 2018.Finally,taking formal environmental regulation and informal environmental regulation as the threshold variables,the panel threshold model is used to empirically test the impact effect of formal environmental regulation and informal environmental regulation on the transformation efficiency of resource-based cities in the Yellow River Basin,and the following three conclusions are mainly drawn:(1)From 2003 to 2018,the dual environmental regulation intensity of resource-based cities in the Yellow River Basin showed an upward trend,of which the downstream cities had the largest increase and the middle reaches of the cities had the smallest increase.(2)From 2003 to 2018,the transformation efficiency of resource-based cities in the Yellow River Basin generally showed a downward trend,and there was strong regional heterogeneity in the transformation efficiency,and the transformation and development of downstream resource-based cities was relatively fast.(3)When formal environmental regulation is used as the threshold variable,formal environmental regulation shows a significant nonlinear effect on the transformation efficiency of resource-based cities in the Yellow River Basin,and as the intensity of formal environmental regulation increases,its impact is converted from a suppression effect to a promotion effect,and its threshold value is 0.8651;when informal environmental regulation is used as the threshold variable,formal environmental regulation still shows a significant nonlinear effect on the transformation efficiency of resource-based cities in the Yellow River Basin,and when the intensity of informal environmental regulation is greater than(less than)When the threshold value is 0.7444,informal environmental regulation will enhance the promotion effect(inhibition effect)on the efficiency of resource-based urban transformation.Based on the above conclusions,the article puts forward three suggestions: strengthen formal environmental regulations and promote the upgrading of industrial structure;strengthen informal environmental regulations to improve public awareness of environmental protection;deepen the reform of the government intervention mechanism system and strengthen the government's control over polluting enterprises.
