Study On Resource Curse Effect And High-quality Development Of Resource Based Cities In The Yellow River Basin

The sustainable development of resource-based cities is restricted by the resource curse.Therefore,the academic circles pay attention to the path of cracking the resource curse,as well as the transformation and high-quality development of resource-based cities.Taking the Yellow River Basin as the research area,this paper discussed the transformation and high-quality development of resource-based cities.Firstly,using the panel data from 2008 to 2018,this study verified the resource curse by constructing the resource curse coefficient and analyzed the resource curse effects and its changes of resource-based cities in different life cycle stages.Secondly,according to the spatial panel Durbin model,this paper evaluated the impact of fiscal decentralization,industrial upgrading and technological progress on the resource curse and discussed the general logical framework of cracking the resource curse.Thirdly,based on the path to cracking the resource curse,this article constructed a high-quality development index system for resource-based cities in the Yellow River Basin from three dimensions:economic development,social people's livelihood and ecological environment.Furthermore,this paper measured the high-quality development level of resource-based cities in the Yellow River Basin from 2008 to 2018.From the perspective of time and space dimensions,as well as resource-based cities in different life cycle stages,this article analyzed and evaluated the high-quality development level of resource-based cities in the Yellow River Basin,and discussed the problems and deficiencies in the high-quality development of resource-based cities.Finally,this article combined the conclusions of empirical analysis to put forward policy recommendations to break the resource curse and achieve high-quality development.The main conclusions are shown in following paragraphs:(1)From 2008 to 2018,the resource curse effect of resource-based cities in the Yellow River Basin showed a downward trend.The resource curse effect and its change characteristics of resource-based cities in different life cycle stages were also different.The resource curse effect of growing resource-based cities was the strongest,followed by mature and declining types,and the resource curse effect of renewable resourcebased cities was the weakest.Fiscal decentralization,industrial upgrading and technological progress could alleviate the resource curse effect,and the economic autonomy(fiscal decentralization)of resource-based cities was not only an important factor affecting industrial upgrading and technological progress,but also the fundamental premise to crack the resource curse effect.(2)From 2008 to 2018,the high-quality development level of resource-based cities in the Yellow River Basin showed an overall upward trend.Among them,the level of economic development showed a steady development trend,and the social and people's livelihood and ecological environment were greatly improved.Resource-based cities in different life cycles had different levels of high-quality development.Before 2013,the high-quality development of resource-based cities in different life cycle stages showed the characteristics of "growth type> mature type> decline type> regeneration type".After 2013,the cities showed the characteristics of "regeneration type> growth type>mature type> decline type".From the perspective of space,the high-quality development level of resource-based cities in the Yellow River Basin presented a spatial pattern of "high at both ends and low in the middle".The overall high-quality development of resource-based cities in the whole basin had been greatly improved,but the proportion of high-quality cities was still relatively low.The high-quality development level of economy,people's livelihood and ecological environment had been greatly improved in the past eleven years.(3)Based on the conclusion of empirical analysis,this paper focused on five aspects: strengthening the construction of financial resources,improving the financial autonomy of local governments,optimizing the industrial structure,achieving industrial upgrading,giving full play to the driving force of innovation,cultivating new kinetic energy of high-quality development,coordinating the opening-up and internal opening-up,improving the level of opening-up,and strengthening the protection of ecological environment,so as to realize the high-quality development of ecological protection,this paper put forward the high-quality development path and strategy of resource-based cities in the Yellow River Basin.
