Currently,China has entered the deep-water zone of comprehensive reform,and the pace of comprehensive deepening reform of enterprises is constantly advancing,and various problems urgently need to be resolved.How to realize the duties of government and enterprises well,how to better make enterprises lightly put into battle,and how to improve the vitality of state-owned enterprises are all problems that need to be solved.Stateowned enterprises are the main force of China's economic development and the cornerstone of society.Due to historical reasons,state-owned enterprises undertake many social functions at the same time of enterprise development.This situation seriously restricts the development of the main business of state-owned enterprises and has become a stumbling block for enterprise development.Therefore,the issue of separating the social functions of state-owned enterprises is urgent.Huozhou Coal and Electricity Group is a particularly traditional resource-based state-owned enterprise.It is located in the underdeveloped central region,and the separation and reform work is the most difficult.Therefore,the study of this issue has great application value.This paper analyzes the social functions of the Huozhou Coal and Electricity Group's separation office,starts with a basic theory,and then uses an example method to carry out research and analysis.The outstanding problems that emerged during the reform process,at the same time,based on the emergence of key issues for a comprehensive analysis and put forward corresponding recommendations.This article is divided into six chapters in structure.The first chapter is the introduction;the second chapter is the theoretical basis;the third chapter is the evolution and current status of the social functions of Huozhou Coal and Electricity Group;the fourth chapter is the problems and the reasons for the transfer of the social functions of Huozhou Coal and Electricity Group;Chapter 5 is the countermeasures and suggestions to promote the transfer of social functions of state-owned enterprises;Chapter 6 is the conclusion.This article takes Huozhou Coal and Electricity Group as an example to conduct a systematic analysis and study on the separation of social functions of state-owned enterprises.At present,the separation work of Huozhou Coal and Electricity has reached a critical period,and some institutions have completed the separation work,including 16 primary and secondary schools and more than 1500 faculty and staff,and the management of more than 98,000 medical insurance of the group has also been transferred to the local government,And management of water supply,power supply,and gas supply.However,the current reform is faced with many problems,including unclear related reform policies,the reform involves the interests of all parties,the local government's ability to undertake social functions is insufficient,and the reform may produce unstable factors.For this reason,local governments regard the transfer of social functions of state-owned enterprises as a burden,lack of awareness of all parties to the reform,the economy of the area where the company is located is underdeveloped,the budget of the local government restricts the transfer of social functions,and the economic status of the company itself is not good.The countermeasures and suggestions for reform mainly include the need for local governments to change their reform ideas,improve the system construction for separating the social functions of enterprises,enterprises need to increase their enthusiasm for reform,and various measures must be taken to ensure adequate funding for reform.Through this paper,I hope to provide an appropriate and feasible reference significance for the government to accelerate the promotion of the separation of state-owned enterprises from social functions.
