Comprehensive Evaluation And Analysis Of Environmental Economic Benefits Of "Clean Energy Heating" Gas Project

As a kind of high-quality clean energy,natural gas has developed from simple daily life cooking to industrial and commercial fuel,power generation,chemical industry and other fields.Natural gas is gradually accepted and recognized by people for its advantages of high efficiency and high utilization rate.With the rapid development of natural gas industry,natural gas has become the backbone of global energy transformation.In 2017,China once again encountered serious environmental pollution problems,and the word “haze” once became the key word of the year.In order to solve the environmental problems of residents,the central government and the provincial government have made a series of decisions and arrangements on energy conservation and emission reduction and air pollution prevention and control.The provincial government have implemented a clean energy alternative plan for the coal with more serious air pollution after combustion.The coal used for heating in rural areas in winter is one of the important problems affecting the air quality.Therefore,local governments have introduced some measures to control the rural coal consumption.The rural “clean energy heating” project was born.The purpose of “clean energy heating” project is to improve air pollution.In order to become an effective alternative energy,natural gas and electricity must be able to improve air pollution in a real sense,and can produce environmental and economic benefits.The implementation of the “clean energy heating” project should not impose excessive economic burden on local governments,enterprises and residents.There are some problems in the implementation of "clean heating" project,such as: large scale implementation of “clean energy heating” project will affect the supply guarantee of natural gas enterprises;“clean energy heating” project require enterprise investment,and enterprises worry that investment will not bring profits to enterprises,etc.Some even doubt that the implementation of the project will improve the environment.This article uses Life Cycle Assessment to analyze the environmental benefits of natural gas and electric energy replacing coal in “clean energy heating” project.This article takes the 2017-2018 Binzhou high-tech zone “clean energy heating” gas project as the research object,and carries out the financial evaluation and national economic evaluation of the project through the cost-benefit analysis method.The conclusions drawn from the study are:(1)From the perspective of air pollutants generated in the whole life cycle of energy,natural gas as an alternative energy source of coal has certain environmental and economic benefits,while the use of electricity generated by thermal power generation to replace coal may not fundamentally solve the air pollution problem.(2)The implementation of “clean energy heating” gas projects by natural gas enterprises has economic and environmental benefits.Finally,this article puts forward some reasonable suggestions for some problems in the “clean energy heating” gas project,hoping to provide theoretical reference for the implementation of the “clean energy heating” gas project in rural areas.
