Study On Legal System Of Agricultural Environmental Subsidy In China

For a long time,pesticides,fertilizers and other agricultural inputs have been used excessively.The unreasonable disposal of agricultural waste such as livestock manure,crop straw and farmland residual film has caused serious agricultural pollution problems such as soil pollution,soil degradation and sewage irrigation.It not only affects the sustainable development of agriculture,but also brings serious agricultural product quality and safety issues.With the deterioration of agricultural ecological environment in recent years,the development of ecological agriculture and improvement of the ecological environment has become an important topic in China's agricultural development.In the same way,due to the nature of agriculture,it is determined that it cannot be separated from agricultural subsidies in the development process.However,China's agricultural subsidy policy itself started late,and the main considerations in the formulation and implementation of the past few years are production and income,while less consideration is given to environmental issues.Although the Chinese government has continuously adjusted the agricultural subsidy policy in recent years,so that it is slowly tilting towards the quality and safety of agricultural products and environmental protection,the situation has not been fundamentally changed in terms of the current implementation effect.The main reason is the current agricultural environmental subsidies in China.There is no uniform legislation.Therefore,this article will focus on the improvement and development of China's future agricultural environmental subsidy system.This paper firstly discusses the related concepts and main categories of agricultural environmental subsidies based on the existing theoretical research foundations at home and abroad,and expounds the important role of agricultural environmental subsidies.Then,based on the actual situation in China,the current status of agricultural environmental subsidy legal system The paper analyzes and points out the problems,and then introduces the mature experience of agricultural environment subsidies in the United States,the European Union,Japan and other countries,and points out the enlightenment effect on China.Finally,according to the above analysis,it points out that the main approach for China to improve the legal system of agricultural environmental subsidies.
