As a child of nature,human beings use natural resources to maintain their own survival and development is beyond reproach,but such development and utilization should be moderate.However,since modern times,human beings have been consuming natural resources in exchange for rapid economic growth.The resulting ecological crisis has gradually emerged in modern society.Especially in the process of industrialization,mineral resources are put into the production process as a basic element.Large-scale and uncontrolled mining activities have led to the loss of resource reserves,the destruction of ecological environment pollution,and the physical damage and limited development of residents around the mining area.Under this background,ecological compensation policies are gradually proposed,but in the actual operation of the policy,ecological compensation effects are not good and successful cases are mostly concentrated in forests,watersheds and other fields.In the existing literature research,the ecological compensation for mineral resources is mostly for the ecological environment of destruction and pollution and the health loss of the residents of the mining area,while the compensation for the loss of mineral resources themselves,and the depletion of mineral resources for future generations How to compensate for human losses is still lacking in effective solutions.The innovation of this thesis is to provide a stable source of funds for R & D of non-renewable resources through value compensation based on the value compensation theory of natural resources,and set ecological compensation standards,calculate the compensation amount,and ensure ecological compensation.At the same time,intra-generational fairness also pays attention to the issue of intergenerational fairness.In this thesis,the research is carried out in accordance with the ideas of "submit a question? theoretical analysis ? elaborate the current situation ? construct mechanism ? case analysis".After a brief analysis of the research background,domestic and foreign research results,this paper firstly analyzes the meaning,value orientation,particularity and related theoretical basis of mineral resources ecological compensation;secondly,it discusses the current development of mineral resources in China and its The current status and existing problems of the ecological compensation policy,and drawing on advanced foreign experience;again,the specific analysis of the elements of the ecological compensation mechanism,the construction of an ecological compensation standard system,and the analysis of the dynamics of the ecological compensation mechanism;finally,the use of Shanxi The specific situation of the province's coal resources is analyzed by examples to verify the rationality of the ecological compensation mechanism constructed,and based on the above research,it proposes targeted suggestions for the improvement of the current ecological compensation mechanism.The following conclusions are drawn from the research in this article: the development of mineral resources has caused serious ecological damage,and ecological compensation has become an inevitable move;based on China's specific implementation,the ecological compensation mechanism and policies of mineral resources are not yet perfect and need to be improved;In terms of ecological compensation objects,this article believes that in addition to damage to the ecological environment and loss compensation for mining residents,the loss of the value of mineral resources should also be included in the scope of ecological compensation,and use the investment in research and development of alternatives to calculate the cost of resource exhaustion Components of compensation standards;through accounting of Shanxi ' s coal resource specific data,it is concluded that the excessive collection of ecological compensation fees for coal resources in Shanxi Province resulted in inadequate ecological compensation;at the same time,three targeted recommendations were proposed: first,establish a complete legal system to make ecological There are laws to implement the compensation;the second is to standardize and institutionalize the ecological compensation mechanism,clarify the elements of the mechanism,and ensure the smooth operation of the ecological compensation mechanism;the third is to strengthen supervision and innovate the supervision model to ensure the efficiency of ecological compensation implementation.
