In recent years,the weak global economy,coupled with the "black swans" of COVID-19 and persistently low oil prices,have brought new changes to the international oil market environment and kept the international demand for oil and gas at a relatively low level.At the same time,looking at the domestic oil and gas market,the market environment and demand situation is still not clear,so under the pressure of domestic and foreign pressure,the oil industry development pressure is huge.Standard management is an advanced management method that can quickly and effectively improve the state of the enterprise.It can help the enterprise find the gap,give the enterprise a solution to change the status quo and improve,but also help the enterprise to set a continuous goal,and help the enterprise to gain advantages and long-term development.In order to help C Oil Field Oil Production Plant reduce cost expenditure,maintain economic advantages and improve management efficiency in such a market environment full of crisis,C Oil Field Oil Production Plant must start to take actions to improve cost management level and strengthen cost benchmarking management.This paper first describes the background of the implementation of cost standard management in the oil production plant of C oilfield,and uses literature research method to clarify the relevant concepts and research status.After the questionnaire collection and field investigation of C Oil Field Oil Production Plant,the status quo of its cost benchmarking management is sorted out.Then,problems are found and causes are analyzed according to the status quo.From the organizational structure,ideological understanding,value and benchmarking indicators set of C oilfield production cost as well as the system construction and so on aspects explains the problems existing in the management,from the root of causes,dig out the problem and put forward the cost on the basis of the optimization of the management plan,including establishing and perfecting the organizational structure,strengthen the cost management of the propaganda,improve the cost of the index and benchmarking values,and improve the cost of the management system,etc.In order to ensure the implementation of the optimization scheme,further put forward the continuous improvement of cost benchmarking management level,vigorously carry out internal and external benchmarking,strengthen the application of benchmarking results,strictly implement cost control measures and establish a long-term mechanism of cost benchmarking management and other safeguard measures.On the basis of theoretical research,field visit and practice,this paper combs the current cost comparison management loopholes of C Oil Field Oil Production Plant and optimizes the current cost comparison management process and system,aiming to control the production cost expenditure of the oil production plant and provide reference experience for other brother units.
