The organization has many potential or apparent risks in the "Basic Certification" of organic textiles.Based on 248 certification samples,through statistical analysis,grouping analysis,comparative analysis,sampling verification method,typical case tracing and investigation method,combined with multi-angle analysis of relevant certification parties,the research conclusion:The reasons on the risk occurrence include subjective ones and objective ones.Subjective ly,the organization does not pay attention to the certification and supervision on the regular operation activities.Objectively,the organization does not well know the standard,the market,the industry,and does not introduce an effective management system as well as personnel training is not in place.Risk Control Solution: Organizations participating in the "Basic Certification" of organic textiles should first identify all the processes of product realization,sites and activities involved and report to CB to determine which steps shall be included in the certification.Then based on the scope of certification,the organization shall establish an effective management system to ensure the organic properties of raw materials,semi-finished products and product process can be traced flow thoroughly.All relevant records should be maintained for at least five years.For the purchase and sales step,when purchasing organic raw materials,the organization shall review the SC compliance of the direct supplier of organic raw materials before purchasing,and check whether the purchased raw materials are listed in the SC and link to activities.After purchasing,the organization shall timely obtain the raw material purchasing TC and verify the compliance of the TC.For high-risk raw materials,the organization shall pay attention to GMO and pesticide residues and obtain the positive test report of the corresponding batch issued by a qualified laboratory.If necessary,the organization shall take samples and send to lab for further verification.For the sales of organic products,the organization shall first know the final retailing market of the product and get well understand the market access principles,then ensure the correct using of raw material,process criteria compliance,right labeling,and timely apply for the TC of the product after shipping.For the production step,before the start of organic production,the organization shall clean completely the site,equipment and machine and make adequate separation accordingly,and necessary trial running for pipeline equipment involved in sensitive materials to prevent residue contamination.The organization shall take effective identification of the production process to prevent confusion and to maintain the organic properties of raw materials,semi-finished products and finished products.When the subcontractor with independent SC is involved,the organization shall focus on the effectiveness of the subcontractor SC and whether the subcontracted products are listed on its SC.The production standards and management requirements shall be agreed in the subcontract agreement before placing the order.For standards with input requirements,the organization shall develop a special input list.For technically quality parameter and chemical residue limit of products,the organization shall focus on mandatory quality parameters and applicable testing methods.For raw materials,semi-finished products,involving the transfer site,the organization should take effective identification including the certification standards,composition as well as batch number.For finished products,complete labelling shall be carried out in accordance with the labelling guide to ensure that all labelling elements are represented.For storage and transportation,the organization shall ensure organic raw materials and products are not mixed up and not contaminated and ensure the mildew and bacteria resistant input is compliance if applicable.When leasing warehouses and export agents are involved,they shall be included in control and possible certification to ensure that all relevant parties can be identified and product flow and means of transport can be fully traced.To sum up,as long as the organization fully understand the standard,industry and market requirements,truly understand the meaning of organic certification,"basic link" the risk related to "Basic Certification" can be controlled with the habit of risk thinking.
