Human resources are valuable resources for enterprises,incentive can promote employees into a good state,in promoting regional economic development,local state-owned enterprises in China play an important role.When material incentives can not attract talent,but cause brain drain,it may hinder the development of local state-owned enterprises.Therefore,local state-owned enterprises should change the incentive mechanism,pay attention to non-material incentives,and change the status quo of state-owned enterprises.Taking H enterprise as an example,this paper puts forward the countermeasures to improve the non-material incentive of local state-owned enterprises.First of all,this paper introduces the background and significance of the current research,sorts out and summarizes the research status of non-material incentive of local state-owned enterprises at home and abroad,and finds that the research at home and abroad mainly focuses on the incentive of emotion and career,and the incentive mode is relatively single.The problem that empirical research and theoretical support can not be fully combined,lack of systematicness.In order to confirm the research methods and contents of this paper.Secondly,it expounds the related concepts and theoretical basis.after discussing the concept of non-material incentive,local state-owned enterprises and the general incentive theory,it compares the material incentive with the non-material incentive to understand the characteristics of the non-material incentive.Thirdly,taking H enterprise as an example,this paper investigates the present situation of the implementation of non-material incentive in H enterprise,analyzes the non-material incentive situation of local state-owned enterprises,and finds out the non-material incentive problem of local state-owned enterprises.It includes the lack of confirmation methods of non-material incentives,the lack of fairness,the use of praise incentives is not in place,the lack of communication incentives,the lack of standardization and fairness of promotion and training plans.Combined with the situation of enterprises,the causes of the problems are further analyzed,including ignoring the spiritual needs of employees,poor incentive constraints,too much emphasis on material incentives,promotion and training incentives lack of content,and so on.Finally,combined with the above analysis results,this paper puts forward the countermeasures of changing the concept and mode of managers,attaching importance to the spiritual needs of employees,strengthening incentive constraints,attaching importance to non-material incentives,improving the content of promotion incentives,and improving the staff training system.In order to ensure the effective implementation of the improvement programme,so as to develop safeguards.
