Shan Xi has always been a major coal province since ancient times.Since 2015,the environmental indicators of Taiyuan,the capital of Shan Xi Province,have been ranked in countdowns in 26 cities across the country,and the environmental quality is very worrying.The Jiancaoping district,which is location in the northernmost part of Taiyuan City,since ancient times,it has been known as the upper hand,but there are a large number of city-side villages in the Jiancaoping.In winter,residents still use coal for heating,which also causes serious impatient on the local environment.In 2017,in response to Taiyuan City’s winter air pollution prevention and control action,The Jiancaoping district of Taiyuan City gathered the power of the district to carry out the implementation of the Taiyuan City Jiancaoping clean heating project policy,the district’s heating to achieve a natural gas-based clean energy Full coverage.Through the implementation of the clean heating project policy,the ambient air quality in the Jiancaoping of Taiyuan City has improved significantly,and the emission of atmospheric pollutants such as sulfur dioxide has decreased obviously,and the satisfaction of local residents on environmental governance has been significantly improved.A deeper understanding of the achievements of the clean heating project in the Jiancaoping of Taiyuan City,and to relieve some people from doubts about whether the coal-fired heating is polluting the environment,I conducted research and demonstration in the research process,visited many people in the industry,and collected a large number of data,data,interviews and other aspects,selected three evaluation indicators of environmental air quality status,cost performance and public satisfaction survey,comprehensive use of comparative analysis methods and other methods,the policy Relevant data before and after implementation are analyzed,and relevant conclusions are drawn on the analysis of the basic data.Based on the analysis of the reasons,the countermeasures and suggestions for improving the policy effect are proposed.Through careful study,the following three conclusions are drawn: First,basically achieve the expected goals.Objectively,the implementation of the clean and heating project in the Jiancaoping of Taiyuan City has significantly improved the ambient air quality in the Jiancaoping of Taiyuan City.The effectiveness of energy saving and emission reduction has been remarkable,and the coal-fired heating boilers in the winter have been reduced from the source.The impact of quality,the number of days above the ambient air quality increased significantly,and the concentration of major air pollutants decreased effectively.On the other hand,through investigation and research,residents were very satisfied with the improvement of ambient air quality in Jiancaoping of Taiyuan City.The Jiancaoping district clean heating project policy gave positive comments.Secondly,it is necessary to face up to the problem that still exist at present.While evaluating and analyzing the positive effects of the policy,it has combed four aspects of the implementation of the policy,including the high cost of cleaning and heating,and potential safety hazards.The third is to take active measures.In response to the analysis of the problems and causes,the countermeasures and suggestions for the clean energy policy of urban fringe Village in Jiancaoping of Taiyuan City were proposed in a targeted manner,scientific planning targets,increased publicity,long-term investment guarantee mechanism,and subsidy time limit.The exit mechanism and research on the supporting policies for building energy-saving renovation of clean heating supporting buildings are in seven aspects.
