A Research On The Traffic Safety Management System Problems Of Chongqing Expressway

In recent years,the rapid development of highway infrastructure in China has greatly promoted the development of national economy and society.With the increase of the expressway mileage and the number of motor vehicles,the expressway traffic accident rate also increases greatly.Frequent road traffic accidents not only seriously threaten people’s life and property safety,affect the national economic development,but also restrict the use of highways.In order to better adapt to the needs of expressway development and better play the function of expressway safety management,it is necessary to reform and improve the current expressway safety management system.Years of practice has shown that Chongqing’s unique highway traffic safety management system has many obvious advantages,but there are still many problems.At the same time,the traffic safety management of Chongqing expressway is lack of unity and high efficiency.Combining with the actual situation of Chongqing expressway,it is an important research topic to summarize all kinds of problems in traffic safety management of Chongqing expressway seriously,face up to the shortcomings,deeply analyze the causes of the problems,and further improve the traffic safety management level of chongqing expressway.The focus of this paper is to further consolidate the achievements of Chongqing expressway traffic safety management system reform,give full play to the leading role of the government in expressway traffic safety management,and coordinate relevant units to establish a unified,efficient and comprehensive highway traffic safety management system.This paper takes many problems of the Chongqing expressway traffic safety management mode as the guide,the integrated use of traffic safety management theory and public management theory,using literature research,empirical study and comparative research of Chongqing highway traffic safety management present situation,problems and its reason has carried on the comprehensive analysis and argument,and in combination with the practical situation of Chongqing highway traffic safety management,This paper discusses the new countermeasures from five aspects:consolidating and optimizing Chongqing expressway safety management mode,improving expressway laws and regulations,building an efficient expressway network safety information management system,improving traffic safety accident prevention and emergency response mechanism,and establishing and perfecting the coordination mechanism between management departments.
