Research On The Influence Of Environmental Regulation On Industrial Energy Conservation And Emission Reduction In Shanxi Province

Industrial as the main contribution of resource-based regional economic growth,at the same time is also the biggest energy consumption and pollutant emission industries,the current pull on the economy of the extensive industrial economic development pattern has been weak,but also cause smog,air pollution and climate change and other environmental problems,the serious influence the sustainable development of China’s economy and people’s quality of life.Under the current background of attaching great importance to ecological civilization construction,industrial energy conservation and emission reduction are of vital importance to the overall process of ecological civilization,especially in resourcebased areas.In the policy practice of promoting energy conservation and emission reduction by governments all over the world,the effect of environmental regulation has been widely recognized.As China is in the transition period,how to choose reasonable and effective environmental regulation policies,achieve the win-win situation of industrial economic growth,energy conservation and emission reduction,and finally achieve the sustainable development of economy,energy and environment is a major issue that needs to be solved urgently.The essay focuses on the research of environmental regulation of Shanxi Province such as trading,emissions trading and carbon emissions trading policy’s influence on industrial energy conservation and emissions reduction,mainly from the perspective of system dynamics,by building energy consumption and pollutant emissions in industrial system dynamics model,and assign values to the parameters of different policy variables to analyze the simulation diagram of key variables,so the dynamic visual inspection of various environmental regulation policy of energy conservation and emissions reduction effect,provides the reality basis for the industrial environmental regulation policy innovation,Shanxi Province,on the other hand is also expected to provide reference for other resource-based regions.The study results show that the total energy consumption and pollutant emissions of Shanxi Province are still at a high level,and various environmental regulation policies can reduce energy consumption and pollutant emissions,but the environmental regulation still needs to be strengthened,and the policy intensity should be kept within a reasonable range.Therefore,it is suggested that the environmental regulation policy based on market should follow closely the market situation and determine the effective transaction price.Through the continuous exploration of energy-using rights trading,emission rights trading,carbon emission rights trading and other policies,efforts to promote and improve the emission rights and carbon emission rights trading mechanism,actively cultivate and develop the trading market,finally achieve the wave effect of various environmental regulation policies.
