| Chongqing is the only municipality directly under the central government in China.In recent years,Chongqing’s economy has developed rapidly,and the resident population in the main urban area has also grown rapidly.As a result,the production of domestic garbage in Chongqing has increased day by day.The phenomenon of “garbage siege” frequently appears in cities.How to effectively improve the environmental problems brought about by urban domestic waste has become urban governance.The focus is on the fact that the source of domestic waste is scattered and the production subject is extensive,which makes it difficult to solve the essential problem by the governance of the government.Constructing a public-governance model in which multiple entities participate in global overall planning and constructing a modernized overall governance model suitable for Chongqing is the key and inevitable solution to the problem of urban domestic garbage in Chongqing.This paper mainly analyzes the actual situation of urban domestic garbage in Chongqing from the perspective of multi-governance,and combines the theory of new public management with the theory of overall governance,from the main body of governance,governance mechanism and governance model.Although Chongqing is one of the big cities in China,it is still relatively backward in the management of urban domestic waste.Then the problem of domestic garbage disposal is one of the most important problems in survival.There is no multi-control in the source of garbage,and the effect of reduction is not good.On the main part,there is a lack of governance integrity,insufficient participation of social forces,and lack of active participation.In terms of governance methods,the legal system lacks multiple participation in practice.In order to solve the government’s single leading management model,this paper puts forward the basic thinking of the multi-governance of urban domestic waste management in Chongqing,the governance mode of “multi-component governance of all links”,that is,the diversified control from the source of domestic waste,not only strict to the production enterprises Control,but also from the source of waste awareness of citizens,such as environmental awareness,classification awareness,etc.;establish an effective collection and delivery system to form a closed-loop mechanism;at the sametime,through the various characteristics of the government,market and society,from each link Participate in governance. |
