In recent years,with the increasing production of wet garbage in China's cities and the increasingly serious situation of “garbage siege”,how to effectively improve related management has become an important issue in urban governance.In practice,urban wet waste management has been dominated by the government as a basic public welfare undertaking,and many problems have been exposed in this process.It is an inevitable requirement to improve the traditional rigid government management model and build a modern governance model suited to the national conditions.The public governance theory born in the 1990 s has attracted the attention of scholars with its unique value charm.Its basic idea of achieving good governance of public affairs through multi-subject negotiation and cooperation provides a new kind of urban garbage management in China.Theoretical reference.This paper takes public governance as the research perspective.On the basis of expounding the theory of public governance,this paper proposes a framework of public governance analysis with "governance awareness,governance,governance,governance and governance mechanisms" as the main content.According to this framework,this paper conducts a case study of Shanghai wet waste management.As a typical city,Shanghai has gradually formed a wet garbage collection and transportation system based on the marketization of environmental sanitation services and the enterprise management reform of public institutions.In the promotion of wet garbage classification and technical input,and promote the construction of wet garbage transfer and treatment facilities,remarkable achievements have been made,which reflects the advanced concept and development direction of urban wet waste management in China.However,in general,China's urban wet waste management is still in its infancy,and at this stage,there are many problems that need to be solved both theoretically and practically.In terms of governance awareness,social consciousness is not awakened,labeling is not detailed,and timing is unreasonable;in terms of governance methods,the legal system lacks operationality,and the definition of wet garbage is not clarified;in terms of governance,the source classification is not effective,and the intermediate collection is leaky.More and the end processing needs to be improved;in terms of governance power,the government's main responsibilities are not clear,the market participants are inefficient,and social forces are not fully involved;in terms of governance mechanisms,the legal system is lacking,the charging mechanism has not kept up,and the supervision mechanism is not in place.In order to solve these problems,in the context of adapting to the deepening of the market economy and the rapid advancement of the circular economy,this paper puts forward the basic idea of urban wet garbage control-"two-way-closed-loop-plural" governance mode,that is,the public and wet garbage collection and transportation The responsible persons supervise each other,and the multi-agents such as the government,the market and the society use their unique advantages to completely and systematically manage the urban wet garbage in the three processes of source generation,intermediate collection and transportation,and end treatment.Under this guidance,re-integrate the governance proposals based on five aspects,and propose the following specific governance paths: based on normal management,improve long-term mechanism;strengthen industry management,increase law enforcement;formulate professional laws,strengthen supervision and management;encourage diversity Participate in and promote market operations;differential pricing disposal,promote resource industry;strengthen publicity and education,and raise civic awareness.
