Research On Maritime Safety Supervision Of Coastal Sand-stone Carriers

There is a huge demand for sand and gravel in infrastructure construction in coastal areas of China.Because of the natural cost advantage of sea transportation,the transportation of sand and stone by sea has become the first choice of coastal areas.However,driven by market demand and interests,a large number of low-standard ships flood into the offshore sand and gravel transportation market,causing huge safety risks to the navigation of offshore ships.It is of great significance to study the problems existing in the safety supervision of sand and gravel transport vessels and find an effective method to solve the problems of safety supervision.This paper selects maritime safety supervision of coastal sand-stone transport vessels as the research object,and comprehensively applies documents research method,case analysis method,field research method and other research methods to carry out the research of topic selection.Fault tree analysis,analytic hierarchy process and other technical methods are used to analyze and process the data,aiming to determine the maritime safety supervision problem of coastal sand and stone transport vessels,settle the safety supervision problems,and put forward targeted public policies.In the research process,relevant literature was firstly consulted to comprehensively understand the latest research results in this field,grasp the core concepts and relevant theories of the research content,and clarify the overall thinking of this research.Secondly,taking area A of Hebei Province as an example,this paper sorted out 34 water accidents involving sand and stone transport vessels from 2004 to 2018,studied them by fault tree analysis(FTA),and analyzed the importance of safety factors affecting the safe navigation of coastal sand and stone transport vessels.And then,the key contents of maritime safety supervision of sand and stone transport vessels were investigated through field research,and 80 expert interview questionnaires recovered in the survey were processed by using analytic hierarchy process(AHP)to obtain the weight of safety supervision contents.At last,combined with case analysis and field research,the consistency of the conclusions,using relevant theoretical knowledge of public management,supervision from the scene ofthe ship,the crew management,ship management and other four aspects in detail elaborated the problem of coastal sand transport ship safety supervision in our country,and analysis of five main cause of the safety problems as follows: Firstly,the allocation of law enforcement power and coordination mechanism of relevant competent departments is not perfect;secondly,the comprehensive quality of sand and stone transport ship practitioners is not high;thirdly,the responsibility of safety subjects of shipping enterprises is not fully implemented;fourthly,the maritime safety supervision and guarantee facilities are not perfect;and fifth,the information level of ship safety supervision is not high.Finally,combining the actual situation of maritime safety supervision,this paper puts forward specific supervision countermeasures and suggestions to straighten out the rights and responsibilities of administrative subjects,improve the comprehensive quality of the crew,implement the responsibility of enterprise safety subjects,improve the construction of safety supervision and security facilities and promote the construction of safety supervision informatization.It is hoped that it can provide reference for solving the maritime safety supervision problem of coastal sand and stone transport vessels.
