Crude oil has the advantages of complete combustion and high calorific value,so it is an indispensable and important raw material for modern chemical industry,sophisticated science and technology and national defense industry.However,China's crude oil production is insufficient and highly depend on oversea importation,and our country is far away from the crude oil producers,therefore,shipping is an inevitable way to transport the crude oil.During the process of transportation,the risk of crude oil and constantly changing environment makes the accidents of transportation happen from time to time,sometimes the consequences are unacceptable.Therefore,it is imperative for transportation enterprises to enhance risk awareness and strengthen their risk management ability.Based on Accident Causation Theories,this paper conducts risk analysis and risk evaluation based on the risk of crude oil maritime transportation,which not only enables shipping enterprises to carry out safety management more pertinently,but also provides scientific basis for the underwriting of crude oil maritime transportation related insurance.First of all,based on the main types of ship,shipping lanes,accident characteristics,and risk characteristics of crude oil maritime transportation,the five risk factors identified are "human,ship,environment,management,and cargo".The ISM model is used to analyze the risk into a multi-level ladder structure and separate the levels,so as to obtain the degree of influence of each level of risk factors on the safety of crude oil maritime transportation.Secondly,based on the risk identification results of the ISM model,AHP and Cloud model are used to carried out risk assessment.By calculating the weight of each index and cloud parameters,comprehensive cloud parameters are obtained so as to determine the risk level.The floating rate is determined according to different risk levels to optimize the scheme of marine transportation insurance for crude oil.Finally,a crude oil tanker is taked as the example to verify the applicability of the risk assessment model presented.The example shows that the risk evaluation model constructed in this paper can scientifically and reasonably classify the risk of the research subject,and meanwhile,insurance rate was floated based on the results of classification,so as to optimize the crude oil marine transportation insurance scheme.
