Research Of Government Responsibility In The Classification And Treatment Of Domestic Waste

Recent years,with the rapid development of social economy,accelerating of urbanization,quality of people’s life has been improved increasingly.However,the ensuing living environment problems have become serious day by day.The discharge of domestic waste has increased annually.Air pollution caused by waste incineration,limit capacity of landfill,these problems slow down the city development.On June 3,2019,General Secretary Xi Jinping gave an important instructions on waste classification.He pointed out that the implementation of waste classification work relating to the living environment of the people as well as the economical use of resources.It is also an important manifestation of social civilization.As the policy maker of domestic waste treatment,government have their functions and powers determine that it is the key to the entire domestic waste treatment process.Whether the classification and treatment of domestic waste can be carried out is related to whether the citizens can have a good living environment.It is also related to whether there is a good ecological environment for social and economic development.At the same time,domestic and foreign academic circles also have different opinions on the responsibilities of the government in the classification and treatment of urban domestic waste and how to cooperate.Therefore,it is necessary to select a standard city to study its domestic waste classification and treatment,find out problems and propose corresponding solutions.This article selects the domestic waste classification and treatment carried out in Taizhou City,Zhejiang Province as an example,based on the relevant theoretical foundations of responsible government,quasi-public product and collaborative governance,and learns from domestic and foreign treatment experiences,combining with various way of research such as literature analysis,comparative analysis,field investigation,and questionnaire investigation.Under the comprehensive understanding of the status of the classification and treatment of domestic waste in Taizhou City,reposition the government’s political and administrative responsibilities,legal responsibilities,moral responsibilities and education responsibilities.Analyze the root cause of current situation,defective administrative management system,lack of capital investment,imperfect of laws,regulations and policies,the supervision and accountability system is not perfect,and the citizen participation is not enough.Going deep exploration of the "chemical reaction" produced by the cooperation between the government,the public,enterprises,and social organizations,to propose the change of the management system and mechanism,using multi-channel economic methods to increase capital investment,enact and improve laws,regulations and policies,establish a complete supervision and accountability system,strengthen publicity and enhance citizens awareness of environmental protection participation.By a series of policy recommendations to solve the dilemma,this article aims to provide some theoretical help and reference value for future reformation and innovation.
