| This article is based on the status quo of the classification and management of domestic garbage in City A,and cuts in from the perspective of the whole process.It strictly follows the four major principles:"top-level classification management system construction-front-end classified delivery-mid-end classified delivery-terminal classified disposal" Classified management process,consulted a large amount of relevant literature during the seven years from 2013 to 2019,and used research methods such as questionnaire surveys,personal interviews,and case comparisons to take collaborative governance theory,new public service theory,stakeholder theory,and government total quality management theory as the four Based on the large basic theory,this paper analyzes the problems and their causes in each process to examine the effectiveness and deficiencies of the role of the city government in this work.At the same time,two successful cases of domestic waste classification management in Japan and Taiwan are selected,and the experience and inspiration are summarized on the basis of "removing differences and seeking common ground." Finally,following the four major management processes,and combining the core connotations of "N" theories such as policy tools,government regulation,circular economy,community governance,and positive and negative incentives,the predicament faced by the classification and management of domestic garbage in City A is "the right solution" Propose corresponding optimization paths respectively.The study found that although City A has achieved some results in the management of domestic waste classification,such as the preliminary establishment of a classification management system,the improvement of residents’ awareness of classification,and the operation of terminal disposal facilities,the dilemmas they face are more prominent,and they need to be put forward Optimization path.It mainly includes:government governance concepts,policy tool selection,management subject responsibilities and necessary supporting mechanisms in the construction of the top-level classified management system;the principles,publicity and education,and mass foundation of the front-end classified delivery links;Transportation,supervision process,recycling system;disposal methods,technologies,and financial difficulties at the end of the classification process,as well as the level of marketization of waste treatment and the spatial layout of the waste treatment plant. |
