Research On The Problems And Countermeasures Of Municipal Solid Waste Classification In Harbin

The importance of domestic waste classification and disposal in urban management is increasingly prominent,related to the sustainable development of the city and the living environment of urban residents,China’s urban domestic waste classification pilot work has been carried out for many years,the 19th Party Congress report clearly pointed out that we should unswervingly continue to promote the construction of ecological civilization,promote green development,promote the rational and recycling of resources,and strengthen solid waste and garbage disposal.As the capital city of Heilongjiang Province and a new national district,the study of urban domestic waste classification in Harbin has a positive and positive practical significance for the implementation of waste classification in Harbin City,which has been officially opened since 2017,and in 2019,Harbin City as one of the 46 national key cities included in the mandatory classification of domestic waste.Harbin city urban waste classification work has just started,how the government can achieve effective management and give full play to its role on the basis of the actual situation in Harbin city is extremely important.Based on the above background,the thesis defines the basic concepts of urban domestic waste,waste classification and urban domestic waste classification,starts from theories of circular economy,sustainable development,public governance and citizen participation,analyzes the relevant data of urban waste classification governance in Harbin,explains the current situation of Harbin’s waste classification work,reveals the low degree of classification in the process of putting out domestic waste in Harbin,the recycling process,the lagging waste classification collection and disposal system,the confusing distribution of responsibilities among various departments in the management process,and the low awareness of residents’waste classification.The reasons for the problems of urban waste separation in Harbin are also explained in terms of inadequate policies and legal systems,inadequate classification and transportation and disposal systems,inadequate government coordination and management mechanisms,and inadequate all-round publicity and education.The study has drawn on a large amount of literature and advanced domestic and international experience in urban waste classification,such as the experience of Hamburg.Germany,which has a reasonable allocation of classification facilities,the experience of Seoul,South Korea,which has a chargeable system for waste recycling,and the experience of the Japanese government,which attaches importance to environmental protection education for all people.The government’s experience in environmental protection and waste separation is the key.Finally,from the perspective of the government’s work,suggestions are given to improve the construction of Harbin’s waste classification policies and laws and regulations,optimise the management mechanism of waste classification,improve the domestic waste classification and disposal system,and carry out in-depth and lasting publicity on domestic waste classification.
