Research On Operation Status And Improvement Countermeasures Of Grid Environmental Supervision

With the rapid development of economy,environmental problems have become increasingly prominent,but in the face of a large number of pollution sources and historical problems,only relying on the traditional supervision mode and limited supervision power of the ecological environment department has been far from the current demand for environmental supervision.In order to change the current regulatory dilemma and enhance the initiative,effectiveness and depth of supervision,in 2014,the national level proposed to carry out grid environmental supervision nationwide,that is to divide it into several grids in a certain administrative region and take differentiated regulatory measures.The academic community has reached a certain consensus on the practicability and applicability of grid environmental supervision,but there are relatively few studies on its operation status and practical application at the grass-roots level,especially the constraints and deficiencies of its operation mechanism.Based on collaborative governance theory,refined management theory and information management theory,taking y County of S Province as an example,this paper analyzes and summarizes the main problems and shortcomings of grid environmental supervision in Y county from the operation status of grid environmental supervision in Y county,On this basis,the optimization path and countermeasures are put forward,in order to provide reference for further improving the effective operation of grid environmental supervision at the grass-roots level.The results of the questionnaire and the field investigation in my daily work show that the main problems in the implementation of the grid environmental supervision in Y County include: first,the implementation of the policy is not in place and the work intensity is discounted;Second,there are departments and fragmentation in the process of supervision,and there is a vacuum zone of supervision;Third,the mechanism of reward and punishment is backward and the effect of reverse incentive is not obvious,and the purpose of performance appraisal can not be achieved;Fourth,the professional ability of grass-roots environmental protection staff is weak and the supervision is insufficient.The main reasons for the above problems are as follows: first,the deep-rooted traditional concept and the path dependence of traditional supervision methods;Secondly,the regulatory mechanism is lack of refinement,and there are decentralization of powers and responsibilities and cross functions;Third,the mechanism of reward and punishment is unreasonable and the implementation is not in place;Fourth,the allocation of environmental supervision power and capacity-building are insufficient.In view of the development dilemma of Y County grid environmental supervision and operation,the paper changes the current problems of grass-roots,and puts forward the following countermeasures and suggestions as follows: first,to establish the leadership mechanism and strengthen the degree of attention;Secondly,combing the standard system and effectively integrating resources;Third,establish coordination mechanism and form the common management;Fourth,improve the mechanism of rewards and punishments,and promote the sound operation;Fifth,we should strengthen professional ability and strengthen the basic level strength.
