Research On Primary Grid Supervision Of Environmental Protection

At present,China’s natural resources and environmental capacity are close to the utilization limit and the red line of protection.In the face of increasingly tight resource constraints,serious environmental pollution and the degradation of the ecosystem,the old path of high energy consumption,high emissions and high pollution has become unsustainable.In the face of the serious imbalance between law enforcement subjects and market subjects and the increasingly strict regulatory requirements,the situation of environmental protection is becoming more and more serious.Grid regulation provides a realistic possibility to solve the regulatory dilemma and improve the work of environmental protection.However,at present,environmental protection grid regulation is still in the exploration stage.The problems exposed in the operation process directly affect the healthy and long-term development of grid regulation.To solve these problems and make them play a better role has increasingly become the research trend and focus.In T city as an example in this article,from the environmental protection of the grid,the present situation of chemical regulation for its application status and existing problems as the guidance,through the deep analysis of the causes of problems,and on this basis,is committed to solve T city are put forward problems in current environmental protection grid regulatory measures and the suggestion,further help them promote environmental protection grid regulation level,strengthen environmental protection grid system,to ensure the safety of environment.This paper finds that the prominent problems in the grid supervision of environmental protection in T city are as follows: first,the rights and responsibilities between the superior and subordinate grids are not clear enough;Second,the supervision mechanism is not perfect;Third,the operation efficiency needs to be improved;Fourth,the level of supervision needs to be improved.The reasons for the above problems are as follows: first,the range of management is incompatible with the capacity of supervision;Second,the lack of necessary laws and regulations to support;Third,the lack of necessary external security;The fourth is the lack of necessary internal improvement.This paper adopts the research methods of literature research,observation,interview investigation,etc.,from the perspective of public management,in-depth analysis and combined with the actual situation,and puts forward the following countermeasures and suggestions to improve the effectiveness of grid supervision of environmental protection in T City.First,state and local government should strengthen the legal and institutional construction in formulating and improving laws,regulations and working mechanisms.Second,from the optimization of the organizational structure,increase business training and work guidance to enhance the standardization;Third,we should implement safeguard measures from the aspects of strengthening team building,financial support,material support and scientific and technological support.Fourth,we should guide the diversified development from the aspects of implementing the main responsibility,creating a social atmosphere and promoting in-depth integration.
