As an important part of crops,straws have not been well resolved for a long time.In our country,the vast majority of farmers choose incineration to dispose of the remaining straw,but this kind of treatment will undoubtedly cause huge pollution to the environment,and may also cause certain safety hazards,such as fires.In order to better strengthen the management of straw,the Chinese government has issued a series of policies and achieved certain results,but there are still many problems in the implementation process.Heilongjiang Province is a major agricultural province in my country.Effective management of straw burning will help ensure the fundamental interests of farmers,increase the prestige of the government,and improve the overall environment for straw burning in Heilongjiang Province.Based on this background,this article focuses on my country’s agricultural industry.Heilongjiang Province has conducted a specific analysis.This article takes the straw incineration treatment in Q city of Heilongjiang Province as the starting point of the research,using literature research methods,investigation research methods and case research methods,in-depth study of the straw incineration treatment plan in Q city,Heilongjiang Province,and introduces the incineration treatment measures and effects in Q city.,And discovered the main problems.By issuing questionnaires,the farmers in Q City,Heilongjiang Province were surveyed from multiple angles to understand the farmers’ understanding of the incineration treatment,analyze the market environment,and analyze the influencing factors of the straw incineration treatment,including the overall situation and the farmers.Characteristics,cognition of straw burning,policy and market environment analysis.After that,the treatment plan was designed,the overall idea and plan of straw burning treatment in Q City,Heilongjiang Province were designed,and the operation mechanism was introduced.Finally,combining the above-mentioned problems and the introduction of domestic and foreign experience,the specific safeguard measures of the plan are proposed from the three aspects of team,mechanism and policy.
