| With the rapid development of Chinese society,China’s urbanization process is also faster and faster,followed by urban disease is more and more obvious,more and more prominent,especially for the super-large cities,these problems are more serious.In addition,people’s demand for social public services is also increasing,and their awareness of environmental rights is also increasing.The environmental facilities have gradually become the focus of public opposition,and also become a stumbling block to urban development.Therefore,how to effectively alleviate the environment adjacent to avoid the contradiction caused by the facilities has a positive role in urban development.Cities are the flowers of human civilization and the fruit of the evolution of human civilization.However,the city brings us convenience,but also brings inevitable problems.Among them,the generation and treatment of garbage is a problem that cities have to face.At present,nearly 400 of the more than 600 large and medium-sized cities across the country are facing the problem of waste containment.One quarter of the city’s waste has no place to be stored,and the problem of waste disposal has puzzled city managers.It’s also a problem for city dwellers.In order to solve the problem of urban garbage,many governments have issued various laws,regulations and measures to solve the problem of urban garbage.Including the construction of waste incineration plant,landfill,and so on,these areas are currently many experts,scholars on its in-depth study.There are many researches and discussions about the NIMBYs.Many have put forward practical and feasible solutions or practical ideas.But there is little research on the number of refuse transfer stations which are more close to residents.Therefore,this paper focuses on the refuse transfer station,pays attention to the group contradiction caused by the construction of the refuse transfer station,takes the incident in J district as a case to carry out an in-depth study,and makes a comprehensive analysis from the perspective of the government and the residents,combining with relevant theories.According to the analysis results,the existing problems,the causes of the problems and the solutions are put forward.The first chapter of this paper is the introduction,mainly aiming at the research background and significance,research contents and methods,and combining with the research status at home and abroad,it briefly explains the research on the environmental neighborhood avoidance facilities.The second chapter is mainly about the definition of basic concepts and the description of theoretical basis.The concepts of environmental facilities,neighborhood effect and group contradiction,collective action theory,social gathering theory,4r crisis management theory and public governance theory are briefly introduced.In addition,the concept and characteristics of the super large city and the characteristics of the contradiction between the environment and the adjacent facilities are described in detail.These concepts are the basis of the interpretation of contradictions,while the theory provides ideas for the interpretation of behavior and provides basis for countermeasures.The third chapter reviews the process of the group contradiction in J district of Shanghai,including the work of the government before the project construction,the treatment after the contradiction,and the behavior of the residents in the whole contradiction.Combined with relevant theories,this paper analyzes and explains the government and the People’s behavior from the angle of the process.The fourth chapter analyzes the cause of formation of the group contradiction from the angle of the group contradiction The residents mainly have the negative externality,the Information asymmetry,the social group effect and the impassability of the benefit appeal.On the other hand,there are some reasons such as the lack of social risk prediction,the imperfect emergency management mechanism and the absence of departmental coordination mechanism.Finally,combined with the characteristics and research content of the super large city,the causes of the contradiction of the environment of the super large city are analyzed.Based on the summary and analysis results,the fifth chapter puts forward several measures and Suggestions from the aspects of decision making,appeal expression and governance methods for the characteristics of super-large cities,providing ideas for improving the handling of mass conflicts.In addition,draw lessons from foreign advanced governance experience,for the further resolution of mass contradictions to provide feasible methods. |
