Yangtze River Delta(YRD)is a region with strong economic strength but serious air pollution in China.Air pollution is not only an environmental governance problem,but also related to the social economy and public health.The emergence of "cross-regional and complex" air pollution has pushed the air pollution control mode in China from territorial control to regional control.However,the existing regional cooperation mechanism of environmental pollution is not mature,and the main problem is that it is difficult to achieve "coordinated governance" in various regions.Therefore,carrying out statistical evaluation and optimization of coordination degree of environmental governance in Yangtze River Delta is very important.Based on this,this paper measures the coordination degree of air pollution control in YRD,and optimizes it from the perspective of "energy saving and emission reduction".On the one hand,this paper applies the synthetic control method to identify the regulatory effect of regional cooperation mechanism on air quality in the Yangtze River Delta in2014.Then,based on the coordination measurement model of composite system(CSCM),this paper evaluates the coordination degree of air pollution control in the Yangtze River Delta from 2011 to 2017.On the other hand,this paper uses the multi-objective programming model to optimize the energy consumption structure and industrial structure in the YRD,and predicts the coordination degree of air pollution control under the optimized situation.The results show that,first,the implementation of the regional cooperation mechanism in the Yangtze River Delta has improved the air quality to a certain extent from 2014 to 2016.The policy treatment effects of cities are different.Second,the overall coordination degree of air pollution control is low during 2011 to 2017,but the development trend is good,showing an upward trend since 2013.Enterprise regulation plays an important role in promoting coordinated environmental governance.Third,with the constraint of multi-objective model,the coordination degree of air pollution control in Yangtze River Delta is slightly improved under the optimization situation.Based on the above conclusions,this paper gives the following suggestions: first,improve the regional collaborative governance system.Strengthen law enforcement linkage and information sharing across regions and departments,and implement the diversified means of regulation and control.Second,establish a long-term mechanism of policy effect.The continuous supervision of the government cannot be less,and the continuity of the policy cannot be broken.Third,improve the public supervision mechanism.Public opinion can promote the government’s promotion of environmental governance,and it is necessary to develop a wider range of public participation channels.This paper contributes to the literature in the following ways: first,from the perspective of air governance,innovatively construct the evaluation index system of air governance coordination degree from the three main levels of enterprises,government and the public;second,based on the idea of collaborative development,from the governance point of view,measure the coordination degree of air pollution governance in Yangtze River Delta for the first time by using the coordination measurement model of composite system.
