| The dual constraints of resources and environment urgently require the transformation of industrial development mode from extensive mode to the connotation of pursuing structural adjustment and environmental efficiency.Industrial green transformation can optimize the allocation of factors,improve efficiency and reduce pollution emissions,is the key path to achieve high-quality economic development and ecological civilization construction in China.Environmental regulation is not only an important means to solve the "market failure" of environmental pollution,but also one of the important policy tools to promote the green transformation of industrial economy.As an effective indicator to measure the performance of industrial green development,green total factor productivity can comprehensively reflect the coordination degree between industrial sectors in economic development and environmental protection.Existing studies on the relationship between environmental regulation and green total factor productivity mostly focus on examining the policy effects of environmental regulation from the regional or region-industry dimensions,while there are still few studies focusing on industrial sub-industries and comprehensively considering the impact of industrial sector characteristics differences on the policy effects of environmental regulation.This article is conducive to the scientific evaluation of environmental regulation on the promotion of industrial green transformation.It has certain practical value and reference significance to formulate fine environmental regulation policies and effectively improve the level of industrial green development.Based on the sample data of 36 sub-industries of Chinese industry from 2005 to2015,this article calculates and decomposes the green TFP of industrial sectors by using the non-radial directional distance function based on slack variable and the corresponding Global-Luenberger productivity index,and tests the impact of environmental regulation on the green TFP of industrial sectors and its mechanism.To be specific,the intensity of environmental regulation and industrial green total factor productivity were comprehensively measured from the industry dimension,and the impact of environmental regulation on industrial green total factor productivity was investigated.The results show that environmental regulation has a positive effect on promoting the growth of industrial green total factor productivity.On this basis,from the perspective of technological progress and technological efficiency,it is found that environmental regulation can promote the growth of industrial green total factor productivity through the improvement of technological progress and technological efficiency,but the effect of environmental regulation on promoting industrial green development through technological progress is stronger than that through promoting the improvement of technological efficiency.Based on the mediating effect model,it is found that environmental regulation can promote the growth of industrial green total factor productivity by upgrading industrial structure to some extent.In order to identify the prerequisites for environmental regulation to promote industrial green development,the panel threshold model is used to further discuss the heterogeneous impact of environmental regulation on industrial green TFP.The results show that environmental regulation has an output threshold for the growth of industrial green factor productivity.When the output is below the threshold,environmental regulation will inhibit the growth of industrial green productivity,and when the output is above the threshold,gradually increasing the intensity of environmental regulation will promote the growth of industrial green productivity.In addition,environmental regulation also needs to cross the threshold of energy efficiency and technological innovation level before it can realize its role in promoting green total factor productivity growth in industry. |
